Ruto announces loan plan for Kenyans seeking to work abroad

Any jobless Kenyan who wishes to work in overseas nations and cannot afford the cost of tickets can now smile.

This is after President William Ruto promised that the government, just like the Hustler Fund, will come up with another fund to help Kenyans get money for travel tickets and pay back later after being employed in their dream countries.

Speaking to Kenyans living in Doha, Qatar, on Tuesday, November 4, 2025, the Head of State said the move is part of the government’s wider plan to create fair and safe opportunities for Kenyans seeking jobs abroad.

Loan support for job seekers

Ruto said the plan will be implemented through the National Youth Fund and Uwezo Fund.

He explained that the government is finding a way for job seekers who do not have enough money for travel expenses to get loans and later repay them once they start working.

“We are finding a mechanism whereby Kenyans who cannot afford money to pay for tickets can now find help through the national youth fund, and we are taking it to Uwezo Fund so that they can get the money, travel, and pay later,” President Ruto said.

He added that this plan aims to make it easier for skilled and unskilled workers to take up jobs overseas without being blocked by financial challenges.

Crackdown on fake recruitment agencies

The President also announced that more than 600 rogue recruitment agencies have already been deregistered for exploiting Kenyans.

He said the agencies were collecting money from desperate job seekers and sending them abroad using tourist visas, which put them at great risk.

“We had to deregister 600 rogue agencies because they were doing the wrong thing, picking money from Kenyans and sending them to countries using tourism visas,” he said.

Ruto noted that a new multi-agency team has now been formed to oversee all recruitment exercises for Kenyans seeking employment outside the country.

Verified job opportunities

According to the Head of State, all legitimate job opportunities abroad will now be posted on an official government website. “If the job is not on the website, then that job is fake,” he cautioned.

Ruto further said the government has created a green channel for Kenyans to apply for verified overseas jobs safely and encouraged all qualified citizens to take advantage of the opportunity.
