Onyonka demands probe into SHA fund disparities, Green Park underpass cost

Kisii County Senator Richard Onyonka has called on the Senate to launch urgent investigations into what he described as glaring irregularities in the disbursement of funds from the Social Health Insurance Fund (SHA) and questionable expenditure on Nairobi’s Green Park pedestrian underpass.
Speaking during a Senate plenary session on Thursday, July 31, 2025, Onyonka submitted two separate requests for statements to the Senate Standing Committees on Health and Transport.
He expressed serious concerns over the transparency, equity, and accountability of the two high-profile government initiatives.
Disruption of SHA services
On the SHA rollout, Onyonka decried the disruption of services in public hospitals and unequal allocation of funds across counties.
“There is no uniformity. You cannot explain why a hospital in Embu gets millions while another in Vihiga receives next to nothing. This calls for a full audit,” he stated.
He also questioned the status of the Ksh104 billion Integrated Health Information Technology System meant to support SHA operations.
He asked the Health Committee to determine whether due process was followed by the Ministry of Health in rolling out the system and allocating SHA funds.
Green Park pedestrian underpass
In a separate statement, Senator Onyonka challenged the Ksh2 billion budgeted for the construction of the Green Park pedestrian underpass in Nairobi.
He demanded that the Senate Transport Committee investigate whether proper feasibility studies were conducted and if the expenditure was justified.
“Kenyans need to understand how such an amount was justified for a project that appears ordinary at best,” he said, suggesting potential procurement flaws or financial mismanagement.
Onyonka emphasised the importance of accountability in public projects and urged the Senate to act swiftly to restore public confidence and ensure responsible use of taxpayers’ money.
