North Eastern region residents urged to take advantage of Ruto’s decree to get IDs

North Eastern regional Commissioner John Otieno has urged all eligible residents from the region to take full advantage of the government’s decision to scrap the vetting process for ID card acquisition.
On February 4, 2025, President William Ruto, while on a working tour in the northeastern region, signed a decree eliminating vetting requirements for residents of the area applying for national identification documents.

Before President Ruto’s decree, vetting subjected certain Kenyans, primarily and specifically in certain regions, ethnic groups, or religious backgrounds, to additional scrutiny when applying for identification documents.
Unlike other citizens, they had to appear before a vetting committee, provide extra documentation, and meet additional conditions.
Promoting inclusivity
Speaking in Garissa town during a public baraza, Otieno said the significant step is aimed at easing access to this essential document and promoting inclusivity and national integration.
“You are all aware of a key policy change that was done by the government regarding national identification, where the president removed the extra vetting. I urge all eligible residents to take full advantage of this opportunity. Do not let it slip away,” Otieno said.
He further lauded the residents for their continued cooperation with the security apparatus, saying that this had led to improved security across the region.
“I really want to commend you for your continued cooperation with government agencies. We recognise and appreciate your efforts. This has significantly contributed to the improvement of security across the region,” Otieno said.
He further called on the residents to actively support and participate in the ongoing major infrastructure and development projects in the region, noting that they would be beneficial to them once they are complete.
“We all know how these major projects that are currently being implemented are not only critical to the economic advancement of our region but also serve as key pillars in enhancing connectivity, trade, and access to essential services,” said the RC.
He highlighted the Northern Corridor Integration Project (NCIP, the Lamu Port–South Sudan–Ethiopia Transport (LAPSSET) Corridor Project and the construction of markets across the region as some of the major ongoing projects.
The LAPSSET Corridor is a flagship project that includes the development of a new transport corridor connecting Kenya with South Sudan and Ethiopia. It features the Lamu Port, highways, oil pipelines, and a standard gauge railway.
“These projects will be a real game-changer once complete, since they will make the region a key hub in regional trade and economic integration. As a region, we have every reason to be supportive of these projects,” he said.
