Muturi takes on Murkomen over lenient bail terms remark

Democratic Party leader Justin Muturi has condemned Interior Cabinet Secretary Kipchumba Murkomen’s remarks on the bail terms given to arrested protesters.
Speaking during a live interview by K24 TV on Thursday, July 17, 2025, Muturi said that Murkomen’s remarks were insensitive and callous.
“I found it very callous and insensitive for the CS for Interior to complain about the bail terms being given to the people taken to the courts,” Muturi said.
“I thought that he, as a lawyer, ought to know that bail or bond is not a punishment. It is merely meant to secure the attendance of the person who is charged whenever they are required to appear.”
Lenient bail and bond
“When you set huge bail terms and are asking young kids to deposit more than Ksh100,000, where are they going to get that kind of money from?” Muturi posed.
“I hope our judiciary will take a cue from some of the more experienced ones. Even if you give those Kenyans a free bond and tell them you will need them in court after every 14 days, they will come.”

Interior Cabinet Secretary Kipchumba Murkomen had complained that a person of interest in the storming of a public hospital in Kitengela had been given a Ksh50,000 cash bail, despite what he lamented as the gravity of the crime.
“After invading a hospital and interrupting a CS operation, only Ksh50,000 was granted as cash bail. These lenient bail terms are unacceptable,” Murkomen said.
Murkomen on the spot
Murkomen’s remarks on the bail terms have once again put him on the spot over what appears to be an overreach of his mandate, just weeks after ordering police officers to shoot protesters who were seen near police stations.
Murkomen had equally indicated to the officers involved in such a shooting that he would ensure that they had the best legal representation in court in case they were to be held responsible.
The remarks attracted widespread condemnation from across the political divide, given the cases of extra-judicial killings in the country.
ODM Party leader, Raila Odinga, has equally disclosed that Murkomen apologized to him over the shooting directive.
“I said he was totally out of order, and he apologised to me and to the people,” Raila said, referring to Murkomen’s statement where he directed police to shoot anyone who approached a police station during the protests,” Raila said on July 7, 2025.
