Murkomen: Chiefs must help identify hidden, vulnerable persons for govt services

Interior Cabinet Secretary (CS) Kipchumba Murkomen has underscored the critical role of chiefs and assistant chiefs in facilitating access to identification and essential services for all Kenyans.

Speaking on Tuesday, September 16, 2025, Murkomen noted that local administrators are central in recommending persons for identification, stressing the need for them to actively walk around their locations and engage with residents.

He pointed out that vulnerable persons, especially those living with disabilities, are often hidden by families and end up missing out on vital government support.

“Chiefs and assistant chiefs play a critical role in recommending persons for identification. They must walk around their locations, identifying people and helping them access services, especially vulnerable persons with disabilities who are often hidden by families and miss vital government support,” he stated.

Chiefs training

This comes a month after he sent all chiefs to the National Police College for mandatory training.

Speaking during the launch of the programme at the National Police College Embakasi ‘A’ Campus on August 15, 2025, Murkomen announced that all 8,102 chiefs and assistant chiefs will undergo a three-week intensive course in paralegal studies and security management.

He stated that the initiative aligns with President William Ruto’s vision to modernise the security sector and make it more responsive to the country’s evolving challenges under the Bottom-Up Economic Transformation Agenda (BETA).

“It’s unbelievable that the last time chiefs and assistant chiefs attended a course of this kind was in 2018. Today, we’re not just launching a training course; we’re opening a new chapter in grassroots governance and national security,” said Murkomen.

Additionally, Murkomen stated that the programme is meant to enhance capacity and ensure service delivery to the public.

“This induction, paralegal and security management training is a strategic upgrade of our grassroots administration. The course will empower you with legal knowledge, strategic thinking and modern security tools,” added Murkomen.

The three-week intensive course is designed to equip trainees with paralegal and security management skills to address emerging issues and enhance the coordination of government services at the grassroots level.
