MPs dismiss Auditor General’s NG-CDF misuse reports, blame fund managers
Members of the National Assembly’s Decentralised Funds Accounts Committee have dismissed a report by Auditor General Nancy Gathungu that implicates them in the alleged misuse of National Government-Constituency Development Funds (NG-CDF) during the 2023/2024 financial year.
Led by Committee Chair Gideon Mulyungi, the MPs took issue with media reports echoing the auditor general’s claims, asserting that legislators are not directly involved in the implementation of the funds.
In a statement on Tuesday, July 29, 2025, the committee stated that the responsibility falls squarely on the fund account managers.
“This committee has pronounced itself on these false allegations. We do not implement CDF; the fund managers should be answerable in cases of irregularities,” Mulyungi stated.

Mandate
The legislators explained that their mandate is to oversee the usage of the funds, not to disburse or implement them.
Dorothy Muthoni emphasised that MPs hold fund account managers accountable and conduct audits to ensure transparency.
“As MPs, we audit the use of these monies by the Fund Account Managers, who are employees of the NG-CF Board. Any misappropriation squarely falls on their shoulders, not MPs,” she stated.
Additionally, the Committee has questioned the motive behind the consistent misrepresentation of facts about the Fund by the office of the Auditor General and by the media, while emphasising the importance of factual reporting.

“The reports in the media are maligning MPs’ names, alleging loss of funds that we are not even in charge of. The OAG should give credible information to the press,” stated Hon. Martin Pepela Wanyonyi (Webuye East).
“For the media to consistently report on this matter implicating MPs while the actual perpetrators are the Fund Accounts Managers either points to ignorance on their part or misinformation from the Auditors,” highlighted Hon. Innocent Obiri, MP (Bobasi).
The Decentralised Funds Accounts Committee, which is mandated to audit the use of NG-CF and the National Government Affirmative Action Fund (NGAAF), has scheduled a meeting with the Auditor General, with the intention to finally put the matter to rest and ensure more accurate reports in the future.
