MPs bust Ksh300K classroom cash heist in CDF audit

The National Assembly’s Decentralised Funds Accounts Committee has uncovered a Ksh300,000 diversion scandal in Kipkelion West Constituency, where funds allocated for land purchase were instead secretly used to complete a classroom — without approval from the NG-CDF Board.
This revelation emerged during a committee hearing held at Continental House on Tuesday, August 5, 2025, as lawmakers scrutinised audit reports from the Office of the Auditor General covering financial years 2013/14 to 2022/23.
The audit flagged Kipkelion West NG-CDF for reallocating Ksh300,000 from an approved Ksh700,000 land acquisition budget, contrary to the Public Finance Management Act. The money was instead channelled toward completing a stalled classroom project without necessary authorisation.
“This question is very clear,” said Hon. David Mboni. “The transfer was Ksh700,000 to buy land, but only Ksh400,000 was used. We only need to know where the KSh300,000 went. He should be very clear when answering this, being on oath.”

Elgeyo Marakwet Woman Representative Caroline Ng’elechei questioned the explanation given by NG-CDF Manager Francis Mwibiri, who cited inflation. “I am very confused by his claims. Yet, the documents indicate the money was used for a classroom. This shifting of goalposts is very confusing,” she remarked.
In a separate session, Kipkelion East NG-CDF faced queries over the lack of title deeds for six parcels of land worth Ksh1.87 million, reportedly acquired in 2020/21 for school construction.
“Write to the Board CEO explaining the status of the land transfers, attach all relevant documentation, and request assistance in following up the matter to conclusion,” directed Chairperson Gideon Mulyingi.
The committee emphasised that no public funds should be redirected without formal approvals. Lawmakers vowed to tighten oversight and pursue accountability for every coin spent under the CDF programme.
