Former President William Ruto’s Senior Economic Advisor, Moses Kuria, has released a detailed account of his accomplishments during his tenure in government.

In a statement on July 15, 2025, he highlighted several major economic, industrial, and youth empowerment initiatives he championed before exiting the limelight.

Kuria said that through the County Aggregation and Industrial Parks (CAIPs) program, significant strides were made in decentralising industrialisation. 

According to him, 13 parks will begin employing youth in 2025, 18 more in 2026, and the remaining 16 counties in 2027

“Before this initiative, 35 out of 47 counties had never tasted any form of industrialisation since the beginning of the Earth. The current youth and unemployment crisis stems from the fact that we abandoned production to create jobs. We stopped exporting and investing. This makes my heart bleed. I did my best,” he said.

EPZs

He also cited progress in expanding Export Processing Zones (EPZs), moving beyond Athi River to new hubs in Vipingo (Kilifi), Dongo Kundu (Mombasa), Naivasha, Eldoret, Busia, Sagana, and Murang’a. 

“In addition, I am proud to have licensed the first ever Services Only Free Zone at the Two Rivers International Financial Centre, which is today full to the brim with investors. I did my best,” he stated.

Trade Agreements

On the international front, Kuria claimed credit for unblocking key trade deals that had stalled for years.

“I found an Economic Partnership Agreement with the 27 countries of the European Union stalled for 7 years. I got it done in 7 months,” he said.

“Add to that the Comprehensive Economic Partnership Agreement with the UAE that saw Kenya the only other country to conclude a CEPA with the UAE after India. Sadly, a free trade agreement with the United States had not been concluded by the time I left, but I did my best.”

Public service  and climate action

Kuria also spoke of his effort to revive a results-based culture within the public service. 

“I tried to reignite the spirit of results-based culture in the public service. I tried to instill a sense of accountability and productivity among those lucky enough to be paid a salary by the taxpayer. It’s still a work in progress, a daunting, long journey, but I did my best,” he said.

 On climate action, he highlighted his role in initiating the Global Centre for Adaptation at the Kenya School of Government.

“I had a dream that climate action will not just be a big buzzword for speeches at international forums. When we broke ground for the construction of the Global Centre for Adaptation at the Kenya School of Government on July 8, 2025, it was a culmination of a big push that I started from the first site visit on November 6, 2023,” he said.

NYS

Kuria expressed pride in overseeing transparent ward-based recruitment into the National Youth Service (NYS) in 2024 and in his unfulfilled dream of turning NYS into an engine for youth employment and economic takeoff.

Additionally, he pointed out his role in stabilising Taifacare, Kenya’s ambitious healthcare reform program. “We still have a long way to go to make Taifacare work perfectly, but I did my best.”

Gen Z’s job creation

Capping his list of achievements, Kuria spoke passionately about youth employment. “Creating jobs for Gen Zs started as a commitment but became an obsession,” he said.

 He stated that he developed Ajira 360, a unified platform to coordinate government efforts in job creation locally and abroad.

 “The emergence of Kenya as a BPO destination to rival India and the Philippines is something I’ll look back on with pride.”
