Makau Mutua ranked among top scholars in the world

President William Ruto’s Constitutional Advisor Professor Makau Mutua has been named among the top legal scholars globally, according to the 2024 ScholarGPS rankings.
Mutua has been recognised as being in the top 0.5 per cent of scholars worldwide in the field of law. He holds the Top Scholar Lifetime designation, ranking 295th globally in General Law and 46th in the Human Rights category.
ScholarGPS highlights that highly ranked scholars are those with the greatest scholarly impact—measured through the number of publications, citations, and overall quality (h-index).
“Enabled by the generation of over 30 million detailed scholar profiles—based on over 200 million scholarly publications and categorized into more than 350,000 specialties—Highly Ranked Scholars are, for the first time, identified within each specialty, discipline, field, and across all fields,” the platform explains on its website.
To qualify as a Highly Ranked Scholar, one must be within the top 0.05 percent of ScholarGPS rankings. The data considers a scholar’s lifetime or recent five-year academic activity, weighting each publication and citation by the number of contributing authors, and excludes self-citations. The rankings include active, inactive, retired, and deceased scholars.
Mutua appointed by Ruto
The recognition comes just weeks after Ruto appointed Mutua as Senior Advisor on Constitutional Affairs in the Executive Office of the President.
In a statement issued on April 30, 2025, Ruto praised Mutua’s vast experience in legal, constitutional, and human rights matters.
“I have appointed Prof. Makau Mutua as the Senior Advisor of Constitutional Affairs in the Executive Office of the President. Prof. Mutua brings a wealth of experience in legal, constitutional, and human rights matters. Congratulations, Prof. Mutua. I welcome you to join a dynamic team of public servants in the implementation of our Bottom-Up Economic Transformation Agenda,” Ruto stated.
In his acceptance statement, Mutua expressed gratitude and pledged to serve with integrity.
“I am grateful to His Excellency President William Ruto for appointing me Senior Advisor on Constitutional Affairs in the Executive Office of the President. Our Constitution is the beating heart of the Republic. Mr. President, I promise to serve you and our fellow citizens with diligence, honor, and distinction,” said Mutua.
Mutua is a faculty member at the SUNY Buffalo School of Law, where he served as dean from 2008 to 2014. He teaches courses in international human rights, international business transactions, and international law.
He currently serves as vice president of the American Society of International Law and is a member of the Council on Foreign Relations.
