The Kenya Civil Aviation Authority (KCAA) has announced a 30-day suspension of operations at its Personnel Licensing (PEL) Department to facilitate the rollout of a fully automated licensing system.

In a statement on the authority’s X account on Friday, August 22, 2025, Director General Emile N. Arao said the move takes effect immediately and is part of modernisation efforts aimed at eliminating duplication, improving efficiency, and providing faster services.

“This modernisation is aimed at eliminating duplication, improving efficiency, and providing applicants with a faster and seamless service experience,” the statement read.

KCAA announced that as part of the transition, a computer-based examination system will be introduced. According to the Authority, this will enhance transparency, reliability and overall service delivery in licensing.

The aviation regulator, while acknowledging that the temporary suspension may raise concerns among stakeholders, KCAA assured the industry that the changes are in the best long-term interest of the sector. To address potential issues and gather public input, the Authority plans to launch a dedicated feedback channel early next week.

The feedback platform will allow stakeholders to share their experiences, make suggestions, and report any irregularities or illegalities within the licensing process. KCAA emphasised that submissions can be made anonymously and will play a key role in refining the examination and licensing process.

Upholding standards

Despite the short-term disruption, the Authority assured the aviation industry that it remains focused on upholding high standards in training and licensing.

“The Authority remains committed to upholding the highest standards of aviation training and licensing, while ensuring continuity, trust, and the sustained growth of a safe, efficient, and dynamic aviation sector,” the Director General said in the notice.

 The reforms mark a major step toward streamlining aviation licensing in Kenya and building greater confidence in the regulatory process, especially among pilots, training institutions, and other key industry players.

KCAA urged all affected stakeholders to remain patient during the transition period and to stay informed through official communication channels. The Authority emphasised that timely updates will be provided as the automation process progresses, ensuring a smooth return to full operations once the 30-day window lapses
