Justin Muturi calls for Aden Duale’s arrest

Former Public Service Cabinet Secretary Justin Muturi has called for the arrest of Health Cabinet Secretary Aden Duale, citing massive irregularities in the country’s healthcare sector.
Speaking when the opposition took its convoy to Kiambu, hours after gracing Karua’s party special delegation on Friday, September 26, 2025, Muturi highlighted the ghost hospitals scandal as a key example of the William Ruto government’s failures, warning that such mismanagement is a major reason the president should not be re-elected.
Muturi claimed that billions of shillings intended for hospitals have been syphoned off to facilities that do not exist, with payments made for ghost patients who never received treatment.
“Every day you see this thing called SHA [Social Health Authority] has been paying money until over ten billion shillings disappeared, and if you read the reports every day it is just small hospitals,” Muturi shared.
Muturi’s remarks came after earlier calls for Duale to step down over the SHA dispute.
He said the situation is particularly severe in counties such as Mandera and Wajir, where ghost hospitals have received large sums, leaving residents without medical services despite a growing population.
“I do not know, even in Mandera, it is shocking because the population there has grown so much. The money comes from the citizens, yet it is being paid to ghost hospitals and ghost patients. No one has been treated; the money is simply disappearing,” Muturi added.
He specifically singled out Duale, urging that he should appear before the Directorate of Criminal Investigations at Kiambu Road to answer questions about how these ghost hospitals were approved and who authorised payments for patients that did not exist.

Muturi said that the issue raises serious questions about accountability within the health ministry and demanded immediate legal action.
“Health Cabinet Secretary Aden Duale himself needs to appear at the Directorate of Criminal Investigations at Kiambu Road, because where did these hospitals come from? Who approved that there were patients treated there? Who authorised the payment claiming that Mandera and Wajir had more hospitals than Kiambu?”

Muturi also tied the scandal to broader governmental mismanagement, referencing a recent auditor general report that revealed similar irregularities in the education sector, where funds meant for schools were diverted to ghost schools with non-existent students.
According to him, about 50,000 ghost students were recorded, each receiving Ksh16,000 per year, amounting to over Ksh800 million misappropriated.
He accused the Ruto administration of failing to hold anyone accountable for these financial abuses, saying that despite the scale of the scandal, no individuals have been taken to court.
“This is the second reason why I say Ruto must go, this is a major reason to send him home. Just recently, the auditor general released a report showing that money from the Ministry of Education went to ghost schools that do not exist. They were supposed to investigate and conclude this week, and they discovered that about 50,000 students were ghost students. For each, Ksh16,000 per year was allocated, which is over Ksh800 million. That money came from the ministry, yet no one has been taken to court. Somebody approved it, somebody went to the bank to release the funds, but until now, no one has faced justice,” he said.
