Ichung’wah explains why his position is bigger than that of a CS

National Assembly Majority Leader Kimani Ichung’wah has said that his position is more powerful than that of a Cabinet Secretary.

Ichung’wah, who spoke to a local TV station on Sunday, October 26, 2025, said he has no interest in serving as a CS, insisting that his current role holds greater authority and influence within government.

Ichung’wah said that many Kenyans misunderstand the structure of power within the government and assume that ministers hold more weight than Members of Parliament.

He explained that his office, as the link between the Executive and the Legislature, plays a central role in the running of government affairs.

Ministers pass through me

Ichung’wah emphasised that all Cabinet Secretaries report to Parliament through his office.

“Let me repeat it again, and sometimes back I spoke, and some people started saying I have pride. The position of a Majority Leader is way above that of a CS. That is why all ministers being grilled in Parliament pass through me,” he said.

He noted that his role places him at the heart of government coordination, especially on policy implementation and project oversight.

“I have never gone to seek a minister’s attention; it is them who come to me. They pass through me by virtue of being the National Assembly Majority Leader,” he added.

Working together for development

Ichung’wah also dismissed claims that his statement was motivated by arrogance or political rivalry, saying it was simply a clarification of constitutional hierarchy.

He said his position was designed to ensure accountability and proper coordination between ministries and lawmakers.

“All the Cabinet Secretaries work hand in hand with Parliament, and that is why you can see so many projects are going on,” Ichung’wah said.

“Our job is to make sure that government programs are implemented efficiently and that the Executive is answerable to the people through their elected representatives.”

The Majority Leader further said that his focus remains on supporting the Kenya Kwanza administration’s development agenda and strengthening the relationship between the government and Parliament.

Ichung’wah concluded by saying he is proud of the progress made so far, especially in infrastructure, education, and health projects, which he said reflect the close working relationship between his office and Cabinet Secretaries.

“Leadership is not about titles, it is about service,” he said. “And my service is to ensure that the voice of Parliament remains strong in shaping government policy.”
