Gachagua vows to report Ruto to ICC over shooting orders

Former Deputy President Rigathi Gachagua has vowed to report President William Ruto to the International Criminal Court (ICC) over shooting orders to the police.
This comes moments after Ruto directed the police to shoot at the legs of those found destroying property.
In a statement on Wednesday, July 9, 2025, Gachagua termed Ruto as a person who lacks feelings and humanity following his orders, which he says amounts to crimes against humanity.
“How do we report state-sponsored militia and those who organised them to the police who supervised them as they burned and looted property? You are asking us to name those who organised? I named you as the person responsible for unleashing violence against the community that made you President. How do I report you to the same police you directed to supervise and protect the militia as they brutalized Kenyans?” Gachagua posed.
“You have even gone further to add insult to injury by directing them to shoot innocent Kenyans on the legs. You could not even send condolences to the dead. You lack feelings and humanity. We shall report you NOT to the Kenyan police but the International Criminal Court an address you are familiar with.”
Ruto’s directive has also been criticised by former Vice President Kalonzo Musyoka, who warned that the directive amounts to an unconstitutional shoot-to-kill policy.
Speaking during an interview on a local media station on Wednesday, July 9, 2025, Kalonzo argued that Ruto’s remarks signal a dangerous escalation in the use of force and could lead to more civilian deaths amid ongoing anti-government protests.
“When he announces to the whole world that what Murkomen said about shooting them outside police stations… now he says shoot them on the legs—How I wonder you go and shoot somebody on the legs? So I think there’s something basically wrong with the president himself,” Kalonzo stated.
Ruto has ordered that those found destroying or stealing should be shot in the legs, taken to the hospital and later prosecuted.
“Anyone caught burning another person’s business or property should be shot in the leg, hospitalised, and later taken to court. Don’t kill them, but ensure their legs are broken,” Ruto said.
