The Public Service Commission (PSC) has launched a comprehensive internal reform initiative aimed at addressing mounting concerns over service delivery and institutional efficiency within Kenya’s public sector.

The move, announced on Friday, August 1, 2025, on the PSC X account, confirmed that the Ethics and Anti-Corruption Commission (EACC) has launched a review of its internal systems, policies, and practices to restore public trust and improve government performance.

If successfully implemented, PSC said the initiative could serve as a benchmark for reform across the public sector, renewing hope for better governance and improved services for all Kenyans.

Speaking at the launch, PSC Chairperson Ambassador Anthony Muchiri emphasised the commission’s commitment to raising service standards.

“This is about raising the standard of service delivery because we believe in excellence. We invited an independent review to help us refine our systems, enhance service delivery, and reinforce our internal governance structures,” he said.

The PSC underscored that the review is voluntary and proactive, highlighting a shift from the traditional reactive approach to governance challenges.

“Good governance begins with introspection. We are setting an example for public institutions to lead with integrity, transparency, and accountability,” the statement read.

Citizen-centered public service

This initiative forms part of the PSC’s broader agenda to foster a values-driven, citizen-centred public service. Recent efforts include the introduction of corruption reporting channels, installation of prevention suggestion boxes, and the adoption of findings from an internal corruption risk survey, all aimed at curbing malpractices that undermine service delivery.

In addition to this review, the PSC has taken significant steps to enhance governance across state entities by issuing directives on the proper structuring of state corporations, promoting the role of internal audits, and conducting ethics and constitutional values training for public servants.

The Commission has mobilised internal teams and resources to support the reform process fully, signalling readiness to implement changes swiftly. Outcomes from the review will inform future reforms, not only within the PSC but across government ministries, helping to professionalise and improve the effectiveness of public service delivery nationwide.

“This process is not just about PSC. It’s about setting the tone for how public institutions should hold themselves accountable to the people they serve,” he said.

Kenya’s public institutions have long faced criticism over inefficiency and corruption, issues that have hampered service delivery and shaken public confidence.

 PSC said the bold internal reform drive aims to reverse this trend by fostering a culture of accountability and excellence starting at the core of government administration.
