DCI forms multi-agency team to probe SHA fraud
The Directorate of Criminal Investigations (DCI) has launched investigations into a massive healthcare fraud scandal after receiving 1,188 suspicious files from the Social Health Authority (SHA) and the Kenya Medical Practitioners and Dentists Council (KMPDC).
In a statement released on Monday, September 1, 2025, the DCI confirmed that the files involve individuals, entities, and organisations suspected of engaging in fraudulent healthcare practices that undermine government efforts to deliver quality services to Kenyans.
“The Directorate of Criminal Investigations (DCI) wishes to inform the public that it has today received 1,188 files from the Social Health Authority (SHA) and the Kenya Medical Practitioners and Dentists Council (KMPDC). The files pertain to individuals, entities and various parties suspected of engaging in health care fraud,” the statement read.
The DCI explained that a special multi-agency team has already been set up to analyse the files. According to the agency, the review will be conducted expeditiously to ensure accountability and justice for those involved in fraudulent schemes.

“The objective of this review is to make sure that all those who have been involved in any form of healthcare fraud will be arraigned regardless of their social status and political affiliations,” the DCI emphasised.
The agency also assured the public of its commitment to recover all assets and resources obtained through fraudulent means. It pledged to work closely with other law enforcement agencies to ensure that justice is served.
“In collaboration with all other law enforcement agencies, the DCI is committed to recovering all assets and other resources acquired through fraudulent means. The public will be kept informed on the progress of the investigations through regular updates,” the statement read in part.
The investigations mark one of the largest coordinated crackdowns on health sector fraud in recent years, signalling the government’s heightened resolve to protect public resources and restore integrity in healthcare delivery.

Duale submits SHA files
This is after Health Cabinet Secretary Aden Duale submitted the files of hospitals implicated in defrauding the Social Health Authority (SHA) and other health scandals.
Speaking at Afya House on Monday, September 1, 2025, Duale said the files represent the culmination of efforts by both the SHA and the Kenya Medical Practitioners and Dentists Council (KMPDC).
He noted that SHA submitted 190 files, while KMPDC handed in 998 files to the Directorate of Criminal Investigations (DCI).
“Categories of the files of the facilities that we are presenting today to the DCI of the 1088 files are the culmination of its efforts, with SHA providing 190 files and regulator KMPDC providing 998 files. SHA is submitting files for 190 facilities, and these categories are categorised into 3,” Duale stated.
Duale explained that within the 190 files from SHA, the first category consists of 24 facilities where conclusive evidence of fraud has been established. He stated that these facilities have undergone a complete forensic audit, with system-generated evidence already provided, and that the DCI now has a solid basis to carry out further investigations and take lawful action.
