The Directorate of Criminal Investigations (DCI) Director General Ibrahim Amin Mohamed has bashed Kenyans for rushing to treat missing persons as abduction cases.

Speaking during the Jukwaa La Usalama event in Wajir on Tuesday, September 24, 2025, where the question of missing Huduma employee Hussein Abdirahman Muhammad, who went missing on July 8, 2025, was raised, Amin said the matter is still under investigation.

He emphasised that while the country respects citizens’ rights and freedoms as enshrined in the Constitution, no policy automatically categorises missing persons as abductions or enforced disappearances.

Amin added that the public must avoid treating every disappearance as suspicious without evidence.

Investigations ongoing

“I would like, first of all, to comment on the issue relating to enforced disappearances and abductions. As a country, we do not have any policy on the issue. We respect the rights of the citizens and freedom as enshrined in the Constitution,” he said.

“In relation to the Huduma employee who disappeared, we have investigated the matter and are still continuing with the investigation. We want to assure Kenyans that we are on top of the matter. We have so far not established any evidence whatsoever on abductions or enforced disappearances.”

He criticised the growing tendency to describe any disappearance as abduction, even when police conduct legitimate arrests or when persons go missing due to ordinary circumstances.

Amin said this mentality is harmful and must be addressed to avoid unnecessary public panic.

Moreover, Amin reassured citizens that the DCI is fully committed to resolving the matter.

He said all investigations are being conducted professionally and in accordance with the law.

He called on the public to allow law enforcement agencies space to work without speculation or misinformation.

Public urged to stay calm

All the same, the DCI emphasised that the case of Hussein Abdirahman Muhammad remains open and active.

He asked Wajir residents and the wider public to report any credible information that could assist in locating the missing employee.

Additionally, Amin highlighted that the DCI continues to strengthen mechanisms to protect citizens’ rights while ensuring accountability in investigations.

He reiterated that law enforcement is committed to transparent, evidence-based processes that uphold justice.
