Cecil Ouma: What you should know about the slain political mobiliser
Cecil Otieno Ouma, a 28-year-old youth mobiliser and Civil Engineering student at the Technical University of Kenya (TUK), was shot dead in Nairobi on Tuesday, June 30, 2026, shortly after a government youth empowerment forum.
His death has triggered public outrage and renewed scrutiny of how politicians engage young mobilisers ahead of the 2027 general election.
Who was Cecil Ouma?
Ouma was a youth leader from Imara Ward in Embakasi and a familiar face at political gatherings across Nairobi. His brother, Jeff Otieno, said he had mobilised about 60 young people to attend the forum, which was organised under the State Department for Youth Affairs’ KIKAO programme in Kariokor.

Activist Boniface Mwangi, who said he had crossed paths with Ouma at past political meetings, described him as a well-known mobiliser in the city’s political circles.
Mourning his death, Mwangi said, “No one should be killed like a stray dog.”
What happened after the forum?
According to witnesses, Ouma approached the vehicle of Youth Affairs Principal Secretary Fikirini Jacobs after the event to seek additional transport reimbursement for the youths he had mobilised, after an initial Ksh10,000 was deemed insufficient.
He reportedly entered the PS’s official vehicle before a confrontation broke out and a gunshot was heard. He was rushed to Park Road Nursing Home, where he was pronounced dead.
Police records and family accounts differ sharply on what triggered the shooting.

An initial police report indicated the PS’s convoy was surrounded by youths who forced open vehicle doors, stole two mobile phones, and smashed the rear windscreen with stones, prompting bodyguards to fire warning shots. Ouma’s family disputes that he posed any threat.
A post-mortem conducted by pathologists representing both the government and the family established that Ouma died from a single gunshot wound to the left side of the chest, after the bullet entered through his left forearm, punctured his lungs, and fractured his spine.
The bullet has been handed to the Independent Policing Oversight Authority (IPOA) for ballistic examination, and two firearms recovered from the PS’s bodyguards have also been submitted for testing. One suspect has been arrested.
PS Fikirini has since spoken out, saying, “My commitment is that I will continue to make myself available for any investigation about this tragic death. I will continue to make myself available upon request by investigation agencies so that ultimately we ensure that justice is done.”
