A Nairobi court has granted the Directorate of Criminal Investigations (DCI) 30 days to detain four persons linked to the murder of the later Kasipul Member of Parliament (MP) Charles Ong’ondo Were.

Jomo Kenya International Airport (JKIA) court on Monday May 5, 2025 allowed the DCI request to continue holding the four namely; William Shighali, Juma Haikal, Douglas Wambugu and David Kagame for a month to complete investigations into the matter.

In an application filed in court by the DCI and Directorate of Public Prosecution (DPP), they sought to detain four for 30 days in different police stations to enable the DCI complete investigations.

“That the respondents be held at Ruaraka, Muthaiga, Capitol Hill and Kilimani police stations for a period of 30 days or any other police station within the Republic of Kenya as the investigations may dictate,” part of the miscellaneous application read.

In an affidavit by the investigating officer Oliver Nabonwe, he states that the four are suspects in a case of murder contrary to section 203 as read with section 204 of the Penal Code, in respect to Charles Ong’ondo Were who was shot dead on April 30, 2025, in his car at the city mortuary roundabout along Valley road.

According to Nabonwe, the CCTV footages already retrieved shows the images that resemble the four trailing the deceased car.

Notably, he states that some witnesses gave physical descriptions resembling some of the suspects explaining the need to hold them to enable the DCI conduct an identification parade.

He also states that they need more analyze in detail the CCTV footage as captured by the IC3 and possibly other privately installed cameras along the path leading to the actual scene of crime to better understand the circumstances surrounding the commission of the offence.

Further, Nabonwe reveals that the four were in constant communication immediately before, during and after the commission of the crime and were near the scenes of crime where the deceased car passed through.

He also states that during the arrest of the four, several mobile phones were recovered which revealed that they contain crucial information that could unravel the murder of the deceased MP.

Additionally, the investigating officer notes that they found used some live rounds and a used cartridge in William Shighali and Juma Haikal’s houses which need to be examined.

“Similarly, during the arrest of the first and second respondents, some live rounds and a spent cartridge were recovered from their respective houses which are yet to be forwarded to the ballistics for examination,” part of the affidavit read.

He also says that the DCI wants to record statements from witnesses from Kasipul Constituency within Homabay County and others from several scenes of crime that’s are yet to be visited for evidence retrieval.

The DCI also states that they need time to visit the deceased person’s office to understand better his last moments, days and hours prior to his death.
