Soipan Tuya clarifies KDF only supervises work assigned by president

The Defense Cabinet Secretary Soipan Tuya has assured Kenyans that the ministry is not undertaking actual construction but only supervising the assignments given by the president.
Speaking in Nakuru on Thursday, November 13, 2025, during the groundbreaking ceremony for the completion of the stalled Trauma Centre at Nakuru County Teaching and Referral Centre, Tuya said that main contracts and works are being undertaken by contractors, as well as casual work for the locals.

“I want to tell the people of Nakuru that the expertise in management and oversight and monitoring that the KDF is providing does not mean that our KDF personnel are the ones doing the work; the work is supposed to be done by the local people, from the contractors to the manual work, and that goes to all the other projects that we are doing across the county,” she said.
She said that they work closely with the contractors handling the projects to ensure that they are delivered within the stipulated timelines and benefit Kenyans.
Tuya lauded Nakuru Governor Susan Kihika for pushing through to ensure that the facility, which had stalled for the past 14 years, is actualized to manage trauma cases.
On her part, Governor Susan Kihika said that funding challenges and the transition in devolution stalled the project that was conceptualized after the Sachangwan fire tragedy that killed over 130 people.
She further added that the facility will have a 50-bed capacity HDU and ICU units, which will greatly improve healthcare for trauma services across the counties relying on the level 5 facility.
“When I came into the office, I could not let the facility remain idle, given the challenges we have been having as a transit corridor, and it’s on that strength that I took to the highest office to ensure that we get the necessary attention,” she said.
KDF projects in Nakuru
The Kenya Defence Forces are currently engaged in various capital projects in Nakuru, including Olenguruone Stadium and Afraha Stadium.
On the other hand, CS Tuya said that they will work diligently to ensure that the construction and completion of the facility are done within 6 months and will be handed back to the county.
She said that the defence ministry will continue to play a critical role in infrastructure development and called on countries to walk closely with them in supporting the government agenda.
“We will work together; you will see a lot of our faces in the near future, and we will ensure that we work on a timely conclusion of projects,” she said.
