Salasya: Ruto’s Hustler Fund, Housing Levy among failed scams
Mumias East MP Peter Salasya has criticised President William Ruto’s flagship projects, saying they have failed to deliver meaningful results for Kenyans.
In a video posted on his Instagram page on Tuesday, November 4, 2025, Salasya urged the President to reflect on his leadership and the kind of advice he has been receiving. He said most of Ruto’s key policies had not worked as expected and were instead burdening citizens.

Salasya singled out the government’s decision to lift the ban on genetically modified organisms (GMOs), saying the policy had not improved food security as promised.
The government lifted the ban in 2022, arguing it would help boost agricultural productivity and reduce hunger.
However, critics have raised concerns about health, environmental safety, and the impact on small-scale farmers.
He also took issue with the Social Health Authority (SHA), which replaced the National Hospital Insurance Fund (NHIF) in 2024.
The reform was meant to provide affordable universal health coverage, but many Kenyans have complained of confusion in registration, slow reimbursements, and limited access to treatment, especially for chronic illnesses such as cancer.

The MP further faulted the new university funding model, which changed how students receive government support.
The model, introduced in 2023, classifies learners into four categories: vulnerable, extremely needy, needy, and less needy. But universities have raised concerns over delayed disbursements, leading to financial strain and recent lecturers’ strikes.

Salasya also criticised the Nyota Fund, a Ksh5 billion government programme launched to empower youth through grants and business training. He claimed the initiative had been highly publicised but had not reached most intended beneficiaries.
“I want to send this statement to his excellency. He should have a meeting with himself and rethink about his advisors, and on every advice they have given to him. Because when you see everything you have worked on has not worked, you have to recollect and see where you want to take this country. You came up with GMO, it has not worked; you came up with SHA, it has worked completely, especially for the cancer patients who are struggling, and it is still not working. The new funding model is another; today, university lecturers are on the streets, gone on strike. You came up with the highly popularised Nyota Fund, Nyota Fund Infrastructure levy, Experts, G to G, Fuel securitisation, Housing levy; they are all scams,” Salasya stated.

He mentioned the fuel securitisation and infrastructure levy, initiatives through which the government has been raising funds for stalled road projects.
While the government says the plan has unlocked hundreds of projects, Salasya said Kenyans have yet to see visible results and continue to suffer under high fuel prices.
He also attacked the housing levy, which deducts 1.5 per cent of employees’ gross pay to fund affordable housing projects.
The levy has faced public backlash and legal challenges, with many questioning its transparency and benefits to ordinary workers.
Salasya urged the President to reassess his priorities and focus on policies that directly improve the lives of Kenyans, saying most of the current initiatives were scams that had failed to live up to their promise.
“You have to regroup and see where you want to take this country,” he added.
