President and Prime Minister: Inside Ruto-Raila framework agreement
President Ruto and Raila Odinga have signed an agreement framework that will see the Kenya Kwanza coalition and the Orange Democratic Movement (ODM) party work together in government.
The agreement titled ‘Understanding to resolve the social and political challenges facing Kenyans’ will see the two parties address 10 issues which are facing Kenyans.
The agreement will see the government fast-track the full implementation of the NADCO report, push inclusivity in all public life, protect and strengthen devolution, promote and protect the livelihoods of young people, leadership and integrity, protect the right to peaceful assembly and protest, address national debt, fight against corruption, stop wastage of public resources and promote government efficiency and protect the sovereignty of the people, the rule of law and constitutionalism.
If the NADCO report is implemented, the government will be forced, among other things, to re-introduce the prime minister’s position and office of the official opposition leader.
The NADCO report also recommended the restructuring and reconstitution of the Independent Electoral and Boundaries Commission (IEBC), boundaries delamination and audit of the 2022 presidential elections.
The report also recommended the appointment of a panel of experts who would evaluate the 2022 electoral process and a mechanism for evaluating future elections.
The report also made recommendations on the cost of living and related issues, implementation of the two-thirds gender rule, governance issues including promoting national unity and inclusivity in public appointments and adequate balances.
Speaking during the event, ODM secretary-general Edwin Sifuna said the pact would address a political crisis that has hampered development over the years.
“Kenya has faced a long period of political crisis that has hampered development. H.E. Ruto and Raila, as leaders of the largest parties, acknowledge the need for a broad platform to collaborate and address these long-standing challenges,” Sifuna said.
United Democratic Alliance (UDA) Secretary General Hassan Omar faulted public servants for displaying opulence.
“Kenyans are concerned by the opulence and arrogant conduct of public officers, coupled with impunity. It’s crucial that public servants’ demeanour reflects the dignity of their offices and the respect owed to the citizens of Kenya,” Omar said.
