Former Public Service Cabinet Secretary Justin Muturi has described President William Ruto as an extremely evil person after suggesting to the police to shoot people in the leg and take them to court.

Speaking during a live interview by K24 TV on Thursday, July 17, 2025, Muturi remarked that the statements made by Ruto were a blank cheque for police officers and other security agencies to shoot at civilians.

“I expect that if William Ruto is a person who has a conscience that pricks him; and I am saying if because my interactions with him is that I think he is an extremely evil person; that kind of statement which he uttered (shoot in the leg) is so grave; it is like a carte blanche order to police officers and other security agencies to shoot,” Muturi said.

Accountability for persons shot

“We should be told that each person shot was found stealing or breaking into a shop, but we have innocent young girls shot in the comfort of their mothers’ living rooms.”

We are emboldening security agencies to completely disregard human life, and I think that his statement was extremely reckless,” he added.

Ruto’s statement on July 9, 2025, has continued to elicit mixed reactions from across the political divide, with a majority of the people condemning the orders.

“Anyone who picks up petrol to burn someone else’s business or any other person’s property—such a person should be shot in the leg, taken to hospital, and then presented in court,” Ruto said.

Directive condemned

The statement has since been condemned by his broad-based counterpart, Raila Odinga, and other leaders, including Trans-Nzoia County Governor George Natembeya, who said that shots in the leg could be fatal as well.

“Kwa hivyo kusema ulenge mguu ni kuassume askari wote ni sharpshooters; ukilenga goti anaweza piga kichwa,” Natembeya said during a live TV interview on July 10, 2025.

He further recalled that Rex was shot in the leg and later passed away, and noted that many people have lost their lives from leg wounds caused by live ammunition.

Risari sio jiwe ama kijiti rasasi ni moto, unaweza pigwa risasi ata kwa kidole na ukufe, Rex aligigwa risasi kwa mguu na akaaga, na watu wengi wameaga kutokana na kupigwa rasasi kwa mguu,” Natembeya said.

“Let us not get to a point where we start shooting Kenyans.”
