Kibagendi challenges Duale to name his alleged hospitals after heated SHA clash

Kitutu Chache South MP Anthony Kibagendi has dared Health Cabinet Secretary Aden Duale to publicly name the hospitals he claims the legislator owns.
In a statement shared on his Facebook page on Tuesday, October 14, 2025, moments after their heated exchange, Kibagendi said he was tired of being accused without evidence each time he questioned Duale about the operations of the Social Health Authority (SHA).

The outspoken legislator accused the CS of deflecting questions about the operations and integrity of the Social Health Authority (SHA) by resorting to personal attacks.
Kibagendi said that every time he raises concerns about how the new health agency is being run, Duale responds by claiming that he is driven by personal interests tied to certain hospitals, claims the MP insists are false and baseless.
Kibagendi said that if Duale genuinely believed he owned hospitals, he should provide proof by naming them, stating when they were registered, and identifying any individuals linked to him.
He said such transparency would expose the truth and allow the CS to instead focus on addressing what he described as the inadequacies and conflicts of interest surrounding the Social Health Authority.
“Each time I ask CS Duale hard questions about SHA, he quickly switches to saying he has closed my hospitals (I don’t know which ones), and that is why I am hard on him. Why can’t Duale openly say which hospitals I own, when they were registered and who are even my proxies? And then go ahead to close them completely. Then now he can answer our questions about the inadequacies and conflict of interest he has in SHA,” Kibagendi stated.
Heated exchange
His remarks come moments after a heated confrontation between the two leaders during a National Assembly Health Committee session earlier the same day.
During the exchange, Duale accused Kibagendi of being linked to two health facilities that were recently shut down over fraudulent medical claims under SHA.

“I have closed your hospitals,” Duale shouted during the tense session.
Kibagendi immediately dismissed the claims, calling them false and politically motivated.
“Where, I do not own a hospital. You and your friends are stealing from SHA. Kenyans need to know, answer the questions,” he fired back as the exchange forced the committee to temporarily pause its proceedings.

Duale stood his ground, insisting the ministry would continue closing down health facilities implicated in fraud and that legal action would be taken against those involved.
“We have closed your hospitals, and if possible, we will charge you in a court of law,” he declared.
The CS further argued that Kibagendi’s ownership of private hospitals amounted to a conflict of interest and said he would write to the Speaker of the National Assembly to seek the MP’s removal from the Health Committee.
“We will write to the Speaker that you cannot own a health facility and still be in the Health Committee; you cannot be in this committee because of a conflict of interest,” Duale said.
