Kenya has signed an agreement with the Dominican Republic to support the members of the Multinational Security Support Mission (MSSM) in Haiti.

The Prime Cabinet Secretary and Ministry of Foreign and Diaspora Affairs, Musalia Mudavadi and the Foreign Minister of the Dominican Republic, H.E. Roberto Alvarez, signed the Memorandum of Understanding(MoU) on Tuesday, May 13, 2025, in Santo Domingo.

The agreement is on medical evacuation, repatriation of wounded persons and bodies, as well as the logistical access to the Dominican Territory of Kenya, and members of the MSSM support in Haiti.

Speaking after signing the MoU, the two excellencies noted that the situation in neighbouring Haiti severely impacts the security of the Dominican Republic and other neighbouring Caribbean nations and that it is the responsibility of the international community to restore peace and stability in Haiti.

The agreement

Prime Cabinet Secretary Musalia Mudavadi stated that the agreement reiterates the government’s commitment to supporting the MSS Mission by establishing evacuation protocols and ensuring the safety and well-being of the Kenyan personnel in Haiti.

“We appreciate the cooperation of the Dominican Republic in the MSS Mission, which highlights the importance and value of nations coming together to achieve sustainable peace in the region for the greater good of humanity,” Musalia stated.

On his part,  Alvarez stated that the MOU  represents a genuine commitment to those who risk their lives to achieve a safer future for Haiti and the region.

“We are deeply satisfied to have provided medical care to about 20 MSS members, offering them the respectful, dignified and compassionate care they deserve for their exemplary courage and sacrifice in support of a brotherly nation and regional security,” he stated.

Kenyan police in Haiti

This comes a few months after  Kenya deployed an additional 144 police officers to Haiti as part of the MSS mission aimed at restoring stability in the Caribbean nation.

In a statement posted on February 6, 2025, Interior Cabinet Secretary Kipchumba Murkomen confirmed the deployment, highlighting Kenya’s continued commitment to the mission.

“The Kenya-led Multinational Security Support (MSS) mission in Haiti continues to grow in troop numbers amid assurance of ironclad support from the international community,” he wrote.

The latest contingent consists of 120 men and 24 women, bringing the total Kenyan deployment to 744 officers, following an initial deployment of 600 personnel.

“This morning, I saw off an additional 144 police officers comprising 120 men and 24 women to bolster the 600 officers deployed earlier, who have already made commendable progress in reducing gang violence in the Caribbean nation,” he said.
