Kakamega: Four police officers in custody for murder of civilian two years ago

Four police officers and a bar owner were on Friday, January 21, arrested and booked at Kakamega Police station awaiting arraignment in court to answer to murder charges.

In a police report seen by K24 Digital, the four officers and bar attendant are believed to be behind the death of businessman Raymond Lubango.

The four officers are; Michael Cherugut, Duncan Wafula, Francis Kayemit and Juma Musa while the attendant was identified as Denis Rosana.

Police say that Rosana is the owner of the bar known as Balozi located in Kakamega town.

“Their arrest is in relation to Police Inquest file number 2/2019 and Kakamega Law Court Inquest 3/2020,” the report read in part.

It all started when the four officers responded to a distress call that was made by Rosana.

This happened on December 16, 2019, at about 8:00 pm, when Rosana called the police informing them that someone was causing mayhem in his business premises.

“Upon arrival at the said bar within Kakamega township, they arrested one Raymond Lubango who was identified by the owner of the said bar as the person who had created disturbance and placed him in the station’s motor vehicle,” the report further revealed.

It is said that the suspect overpowered the arresting four officers and jumped from the moving vehicle.

“He fell on the ground and sustained severe head injuries. He was rushed to Kakamega County Referral Hospital where he succumbed due to injuries sustained while undergoing treatment,” the report further read.

This prompted officers to open up an Inquest file and it was forwarded to the Office of the Director of Public Prosecution (ODPP) for advice.

The office of the ODPP then recommended that it be placed before court for a public inquest.

“The witnesses gave their evidence including the above-named officers and when the matter came up for ruling, the court made a decision whereby the named officers and the owner of the bar were found culpable of murder,” the police report revealed.

Kakamega Law Courts Principal Magistrate Hon. Malese then ordered the five to be booked at Kakamega Police Station.

They will be arraigned in court in the course of next week.
