Govt unveils online attestation of foreign employment contracts

The government has unveiled an online attestation of foreign employment contracts, marking a major step in its ongoing efforts to streamline labour migration processes and enhance protection for Kenyan migrant workers.
The announcement was made by Labour Cabinet Secretary (CS) Alfred Mutua when he appeared before the Committee on Diaspora Affairs and Migrant Workers, chaired by Haika Mizighi, on Tuesday, August 5, 2025.
He revealed that the digital attestation platform is part of a broader strategy to introduce innovative, tech-driven solutions that improve transparency and efficiency in labour migration.
“The Ministry has also introduced digital innovations, including online attestation of foreign employment contracts, and we are strengthening return and reintegration mechanisms through Migrant Resource Centres and community-based feedback systems,” he stated.

Additionally, Mutua outlined the robust vetting and oversight mechanisms now in place to regulate labour migration.
“A multi-agency Vetting Committee, chaired by the Ministry, has so far vetted over 1,100 agencies, with 583 currently holding valid licenses. In addition, we have intensified monitoring through snap inspections, blacklisting of rogue agencies, and the operationalisation of Labour Migration Desks at JKIA and MIA to prevent exploitation and trafficking.”
Furthermore, he stated that the Ministry is advocating for the swift enactment of the Labour Migration Management Bill, 2024, which aims to enhance protection for migrant workers, impose stricter penalties on unethical recruiters, and clarify the roles of key stakeholders in the migration ecosystem
“Looking forward, the Ministry continues to push for the enactment of the Labour Migration Management Bill, 2024, which will strengthen the legal framework for protecting Kenyan migrant workers and holding unethical recruiters accountable,” he stated.
“We remain committed to ensuring that Kenyans seeking opportunities abroad do so safely, legally, and with dignity,” he added.
This large-scale recruitment drive follows discussions between Mutua and a high-level Qatari delegation led by Saeed Samikh, Qatar’s Minister for Labour, aimed at strengthening and expanding labour opportunities for Kenyans in Qatar.
Speaking on October 26, 2025, Mutua stated that the recruitment intends to move beyond unskilled labour, opening doors for Kenyans with technical and skilled expertise.
“We want to ensure that Kenyans with the right skills can capitalise on international opportunities, Mutua stated, underscoring the government’s focus on skilled labor exports.
