Govt initiates plan to unveil new rules for TVs and radio broadcasting

The Ministry of Information, Communication, and the Digital Economy has announced plans to roll out a series of new regulations aimed at modernising Kenya’s telecommunications, broadcasting, and digital services sector.

According to a notice published on MyGov on Tuesday, August 26, 2025, the regulations, dubbed the Kenya Information and Communications Regulations, 2025, will cover a wide range of areas, including radio communications, broadcasting, electronic equipment standards, domain name administration, digital certification, licensing, infrastructure sharing, interconnection, numbering, tariffs, consumer protection, postal and courier services, compliance, fair competition, and universal access to ICT services.

Promoting fair competition


The ministry said the new regulations are designed to ensure fair competition within the sector, protect consumers, and safeguard public interest.

They aim to prevent abuse of market power, promote quality service standards, and ensure investors have confidence in Kenya’s communications industry.

“The regulations will provide clear frameworks for licensing, consumer protection, and digital transactions, ensuring that services meet national and international standards,” the Cabinet Secretary for Information, Communications, and the Digital Economy, William Kabogo Gitau, stated in the notice.

Enhancing digital access


The proposed framework also seeks to increase access to information and communication technologies across underserved and unserved areas, while fostering innovation and infrastructure sharing among service providers.

The move is expected to enhance connectivity, improve service quality, and boost Kenya’s digital economy.

Public participation invited


Members of the public, industry players, and stakeholders are invited to submit their written memoranda on the proposed regulations within 14 days of the Gazette notice.

Submissions can be sent to the Principal Secretary, State Department for Broadcasting and Telecommunications.

The ministry says the new rules are part of a broader effort to modernise Kenya’s ICT sector, protect consumer interests, and ensure the country’s communications networks meet international standards.
