From threats to thanks: Ruku softens stance after protest day confusion

Public Service Cabinet Secretary Geoffrey Ruku appears to have softened his stance on the Saba Saba protests after initially issuing stern warnings to public servants against skipping duty.
His shift in tone came even as parts of the country experienced unrest, roadblocks, and disruptions linked to anti-government demonstrations marking the 35th anniversary of Kenya’s pro-democracy movement.
Speaking in Wajir on Monday, July 7, 2025, Ruku praised counties where services continued smoothly despite the tensions.
“There are many counties where government services are continuing uninterrupted, one of them being Wajir County.
I want to sincerely thank all public servants who woke up early today to go and serve the people of Kenya,” he said.
No missing work
His comments marked a notable departure from his earlier position. On Sunday, July 6, 2025, while addressing a gathering in Embu, Ruku had declared that Monday was not a public holiday and warned civil servants of disciplinary action for absenteeism.
“All public servants are expected to be at their workstations by 8:00 a.m. and close at 5:00 p.m., per the 2016 Public Service HR policy and manual,” he stated, adding that show-cause letters would be issued to those who failed to report.
Meanwhile, chaos unfolded in parts of Nairobi and other towns, with protestors lighting bonfires, blocking roads, and clashing with police.
In Roysambu, a Quickmart supermarket was looted in broad daylight, as anti-government demonstrations turned violent. Roads leading into the city centre were barricaded byPolice , making movement difficult and forcing many offices to remain shut.

The contrast in Ruku’s messaging from threats to appreciation has raised questions about the government’s coordination and tone in addressing civil unrest.
With schools closed and services stalled in several areas, the reality on the ground appeared to contradict the CS’s initial insistence that Monday would be business as usual.
