If you are a foreign national living in Kenya, you will soon be eligible for coverage under the Social Health Authority (SHA), Health Cabinet Secretary (CS) Aden Duale has revealed.

Speaking when he appeared on the floor of the Senate on Wednesday, October 29, 2025, the CS said that the William Ruto-led government intends to prioritise the health of each individual within the Kenyan soil.

He also said that the new development is one of the many positive achievements SHA has made, which the defunct National Hospital Insurance Fund didn’t achieve in its years of operation.

“Foreign nationals residing in Kenya are also eligible to access healthcare services under the Social Health Authority (SHA) framework. They can use their valid immigration documents to register and pay for their SHA contributions.”

“These documents serve as proof of identity and legal residence, ensuring that every person living in the country can be accounted for within the system,” Duale told the lawmakers.

In the same breath, the CS did warn those who think that the SHA systems are a thing that can be joked with.

He did reveal that SHA is using the most sophisticated technology on earth to detect any form of fraud in real time and protect itself.

Duale puts cartels on notice

In his message, Duale said the rogue doctors and patients or in simple language, cartels who think that SHA is like NHIF, that their days are numbered.

This, Duale said, insisting that no single coin has been lost since SHA was adopted last year, courtesy of its military-grade systems that can be able to expose thieves.

“Fraudulent practices and misuse of public resources threaten the integrity of our healthcare system and the full implementation of the Universal Health Coverage (UHC) Agenda.

“As we expand access to quality care, it is imperative that all stakeholders, public officials, healthcare providers and citizens alike work together to safeguard public funds,” Duale wrote on X.

The CS finished by urging all Kenyans to register for SHA and desist from being misled by leaders who are covered by the same government they are admonishing, and others are beneficiaries of the NHIF heist.
