Anyone who thought that the endless flooding in Nairobi’s Central Business District (CBD), even after a small downpour, is purely due to poor planning or failed leadership may need to rethink.

This is after Geoffrey Mosiria, the Head of Customer Care in Nairobi County, came out to reveal what he termed the main and often unseen cause of the floods: illegal dumping of garbage.

In a lengthy Facebook post on Tuesday, December 30, 2025, Mosiria said he personally toured the Nairobi CBD to assess the state of drainage systems following numerous complaints from city residents, especially after the heavy rains experienced a day earlier.

He noted that while the county has been blamed repeatedly for flooding, investigations on the ground paint a different picture.

What causes the flooding

According to Mosiria, engineers from the county have established that most drainage channels in the CBD are clogged due to the irresponsible dumping of waste by some shop owners and hawkers.

“I wish to assure Nairobi residents that our engineers are actively on the ground working to unblock clogged drainage systems,” Mosiria said.

He added that the flooding is largely man-made and preventable if basic environmental responsibility is observed.

Mosiria described the practice of dumping garbage into drainage channels as unacceptable, saying it not only causes floods but also poses serious public health risks to city residents.

He stressed that keeping drainage systems clear is a shared responsibility between the county government and the public, warning that indiscipline by a few individuals continues to inconvenience thousands of people.

County issues warning

The Nairobi County official announced that the county government has moved to address the problem through strict enforcement measures.

According to Mosiria, compliance officers have already been deployed within the CBD to monitor activities and ensure adherence to environmental and public health regulations.

“THIS IMPUNITY MUST BE STOPPED,” Mosiria stated.

He cautioned that anyone found dumping waste into drainage systems will face immediate legal action without exception, noting that the county will no longer tolerate behaviour that undermines efforts to keep the city functional.

Mosiria urged traders, hawkers and business owners to dispose of waste responsibly, reminding them that flooding affects livelihoods, disrupts transport and damages infrastructure.

“We must all take responsibility to keep our city clean, safe, and functional,” he said.

His remarks come amid renewed public debate over flooding in Nairobi, with residents increasingly demanding lasting solutions as the rainy season continues.
