Govt warns Kenyans over fake Luxembourg job recruitment scam

The government has issued a fresh warning to Kenyans over a fake job recruitment scam promising employment opportunities in Luxembourg.

In a statement released on Monday, February 16, 2026, the State Department for Diaspora Affairs cautioned members of the public against paying money to individuals posing as authorised agents.

The advisory, issued under the Ministry of Foreign and Diaspora Affairs, follows investigations into reports that job seekers are being asked to pay recruitment and processing fees for non-existent opportunities abroad.

“A probe has established that certain individuals and organizations are unlawfully charging prospective job seekers recruitment and processing fees while falsely presenting themselves as authorized agents for employment placement in Luxembourg,” the statement read.

The department clarified that recruitment for employment in Luxembourg is not conducted by private brokers.

Instead, it is handled through Agence pour le Développement de l’Emploi ADEM, Luxembourg’s official public employment service.

“Any employment process involving Luxembourg must strictly follow official and regulated procedures established by the Government of Luxembourg.

“No individual or private entity has been authorized to collect fees on behalf of Luxembourg authorities for job placement,” the advisory stated.

Kenyans have been urged to avoid paying upfront fees labelled as visa, placement, or processing charges.

The department also warned against recruiters using social media platforms, WhatsApp or Telegram to conduct formal recruitment business.

Members of the public have been encouraged to verify overseas job offers through official government channels before submitting personal documents.

State Department for Diaspora Affairs response

The State Department for Diaspora Affairs, headed by Principal Secretary Ms Roseline Kathure Njogu, is responsible for safeguarding the welfare and rights of Kenyans abroad.

Appointed as the first-ever PS for the department, Njogu focuses on promoting safe labour mobility, strengthening diaspora engagement, encouraging investment and remittances, and addressing consular concerns.

The government assured that firm action will be taken against individuals or organisations exploiting job seekers, reiterating its commitment to protecting citizens from fraudulent overseas employment schemes.
