The United States Embassy in Dar es Salaam has raised Tanzania’s travel alert to Level 3, urging its citizens to reconsider travel due to growing concerns over unrest, crime, terrorism, and the targeting of gay and lesbian individuals.

In its updated travel advisory issued on Friday, October 31, 2025, the U.S. Department of State warned that some areas have increased risk, noting that the situation in parts of the country remains unpredictable.

According to the advisory, demonstrations often occur in response to political or economic issues and may take place during national holidays or major public events.

The embassy said such protests could turn violent without warning, adding that Tanzanian authorities frequently heighten security through checkpoints and roadblocks.

Terror threat highlighted

The U.S. government also cautioned against the growing threat of terrorism, particularly in the Mtwara Region, where incidents of extremist activity have been reported in the past.

“There is a risk of terrorist violence, including terrorist attacks and other activity in Tanzania,” the statement read, urging travellers to remain vigilant in public areas and tourist hotspots.

The advisory further pointed to rampant violent crime, including assault, sexual assault, muggings, robberies, and carjacking.

It noted that local police have limited resources to respond effectively to serious crime, increasing the vulnerability of visitors and residents alike.

LGBTQ community targeted

The embassy also raised alarm over the targeting of gay and lesbian individuals, saying members of the community have been arrested, harassed, and subjected to invasive physical exams under suspicion of same-sex conduct.

“Members of the gay and lesbian community have been arrested, targeted, and harassed,” the embassy noted.

The advisory discouraged public displays of affection, especially among same-sex couples, warning that such behaviour could draw police attention or provoke hostility.

Travellers are encouraged to keep a low profile, monitor local media for breaking developments, and prepare an emergency exit plan that does not rely on U.S. government intervention.

The embassy also urged visitors to enrol in the Smart Traveller Enrollment Program (STEP) to receive timely updates and emergency assistance.

Domestic chaos deepens

The alert comes as Tanzania faces intense political turmoil following the disputed October 28 general elections.

What began as scattered protests over alleged rigging and the disqualification of key opposition figures has escalated into nationwide unrest.

Security forces have been deployed across major cities such as Dar es Salaam and Arusha amid reports of fatalities, widespread arson and an imposed curfew.

With internet access disrupted and military presence growing, the country is grappling with what many analysts describe as its most serious crisis since independence.
