NTSA insists it fully controls TIMS amid rising public concerns
By Aloys Michael, July 23, 2025The National Transport and Safety Authority (NTSA) has dismissed claims suggesting it has lost control over its Transport Integrated Management System (TIMS), insisting it retains full ownership and oversight of all its digital infrastructure.
The rebuttal comes amid increasing scrutiny of digital governance across public agencies, as Kenya intensifies efforts toward e-government service delivery.
In a press statement on its X account on Wednesday, July 23, 2025, the Authority reiterated that its systems are fully secure, independently managed, and built to meet the country’s transport safety and service delivery needs.
“The Transport Integrated Management System is the single reference point for all National Transport and Safety Authority (NTSA) services. The system is fully owned and controlled by NTSA, with complete intellectual property (IP) rights vested in the Authority,” the statement read.
NTSA assured the public that it has made significant investments in its information technology infrastructure to guarantee robust and secure services. These include advanced cybersecurity protocols, secure servers, and a highly controlled internal network.

“The Authority has fully implemented Zero Trust Network Architecture, ensuring high security and identity-based access,” it added, saying it is committed to modern cyberdefense strategies to protect public data and operations.
The authority further clarified that while its systems are integrated with the government’s eCitizen platform for single sign-on, payment processing, and revenue reporting, all core workflows, processes, and data remain hosted and managed on NTSA’s proprietary systems.
Addressing concerns around data access and analysis, the statement highlighted that NTSA utilises a state-of-the-art big data analytics platform.
“This enables integration of all data sources to provide deep analytics and insights into operations, enhancing efficiency and supporting informed decision-making,” the Transport Authority stated.
To ensure continued excellence in service delivery, NTSA noted that its ICT personnel receive continuous training, enabling them to stay ahead of emerging technologies and digital transformation demands.
NTSA reaffirmed its commitment to delivering secure, transparent, and efficient services to Kenyans.
“NTSA affirms its commitment to proactively maintaining, improving, and securing its systems while fostering trust among stakeholders and providing high-quality services to the public,” the Director General stated.
