Muturi exposes details of his phone call with Ruto
By David Nthua, November 10, 2025Former Attorney General and Ex-Cabinet Secretary for Public Service Justin Muturi has revealed the details of a phone call with President William Ruto, in which he educated the Head of State on legal procedures.
Muturi, speaking to a local TV station on Sunday, November 9, 2025, said the call came just a day after Ruto dissolved the cabinet in July 2025.

He explained that the call allowed him to remind the President of the proper legal steps required when dismissing a leader like the Attorney General and ensuring that constitutional provisions are respected.

Muturi said he had initially been shocked by the abrupt nature of the cabinet dissolution, but he waited to hear from the President directly.
“Ukikula kiapo kama rais ama nani, unapaswa kusema utatumikia raia, wananchi. You shall uphold human dignity. Sasa wakati alisema ananifuta, nilisema good, ni Mungu tu amesaidia, wacha nitoke,” Muturi recalled.

He said he advised Ruto that dismissals cannot be arbitrary and must follow clear procedures.
“Lakini baada ya siku moja, alinipigia yeye mwenyewe. Nikamwambia by the way, hauwezi nifute vile umenifuta. Unatakiwa, you set up a tribunal,” Muturi said.

He emphasised that the President must observe the law when dismissing officials, particularly by ensuring that allegations of misconduct are properly verified.
Muturi said he read out legal requirements to Ruto during the call, highlighting provisions that protect public officers from unlawful removal.
“Nikamsomea, sasa si unajua sheria mimi nakuanga nayo kwa finger tips? Nikamwambia inasema lazima Attorney General amekua wazimu, amekua bankrupt, amevunja sheria, Katibu nini, international and local laws na ni lazima uprove,” Muturi explained.

Muturi said the discussion showed that even the President needs guidance on matters of law and constitutional procedure.

He also stressed that his role was to protect the integrity of public service and ensure that legal standards are upheld.
In the same breath, Justin Muturi has also denied reports that it is Ruto who fired him as the AG. He has revealed that after the discussion with Ruto, it was agreed that he accepts that it is him who resigned from the position.
President William Ruto, on the other hand, was to acknowledge receiving JB Muturi’s resignation letter so as to avoid legal trouble owing to what the Constitution of Kenya 2010 says about firing the Attorney General.
