KURA boss Silas Kinoti denies claims of terminal leave
By Mustafa Juma, July 11, 2025The Director General of the Kenya Urban Roads Authority (KURA), Eng. Silas Kinoti has dismissed reports suggesting he is proceeding on terminal leave, labelling them as false and misleading.
In an official statement released on the night of Friday, July 11, 2025, Kinoti clarified that he continues to serve in his position without interruption and that the public should disregard the ongoing speculation about his departure from office.
“Contrary to the claims being spread, I, Eng. Silas Kinoti, Director General of the Kenya Urban Roads Authority (KURA), am NOT proceeding on terminal leave. These allegations are completely FALSE, MISLEADING, and should be treated with the disregard they deserve,” Kinoti stated.
Kinoti’s appeal to public
Kinoti further urged members of the public and stakeholders in the transport sector to verify information through official channels and not fall victim to misinformation being circulated.
“The public is hereby urged not to fall prey to misinformation and to rely only on official communication channels for verified updates regarding KURA and its leadership,” he stated.
Reaffirming his commitment to the Authority’s core mandate, Kinoti assured Kenyans that the development and maintenance of quality urban roads remains a top priority.
“We remain fully committed to our mandate of developing and maintaining quality urban roads infrastructure across the country, and I continue to discharge my duties in that capacity without interruption,” he emphasised.

KeNHA boss resigns
The reports about Kinoti proceeding on terminal leave started circulating after the Director General of the Kenya National Highways Authority (KeNHA), Kung’u Ndung’u, resigned.
In an internal memo shared by the office of the government spokesperson on Friday, July 11, 2025, KeNHA, the board chairman of the national highways body, accepted Ndung’u’s resignation effective July 11, 2025.
“The board of directors hereby announces the acceptance of the resignation of Engineer Kung’u Ndung’u as the Director General of the Kenya National Highways Authority,” the statement reads in part.
KeNHA board chairperson Winfrida Ngumi equally revealed that Luka Kimeli, who is the director representing the Principal Secretary for Roads, would take over the duties of Ndung’u.
The resignation comes just hours after the Kenya Rural Roads Authority (KeRRA) Director General Philemon Kandie resigned.
