Kaluma calls on UDA, ODM to formalize broad-based govt MoU ahead of 2027

Homa Bay Town MP Peter Kaluma has urged the Orange Democratic Movement (ODM) and the United Democratic Alliance (UDA) to expedite the formalisation of the pre-election coalition agreement contemplated in the Broad-Based Government (BBG) Memorandum of Understanding (MoU).

In a statement on Monday, July 21, 2025, Kaluma said the formalization will provide clarity and direction on Kenya’s leadership beyond the 2027 General Election.

“The time has come for ODM Party and UDA Kenya to formalise the pre-election coalition contemplated in the BBG MoU and settle Kenya’s leadership beyond 2027 at once! Delay defeats equity,” he stated.

President William Ruto and former Prime Minister Raila Odinga have agreed to collaborate on addressing the country’s socio-economic and political challenges.

In a joint Kenya Kwanza-ODM Framework agreement signed at the Kenyatta International Conference Centre on Friday, March 8, 2025, the two leaders stated that it is vital to discard rivalry in the interest of the country’s unity.

“For Kenya to realise its full potential, we must discard old superficial rivalries and embrace a unifying vision. We acknowledge that divergent and even conflicting ideas are the revving engine of a vibrant democracy; they sharpen a better vision for our country.”

They said that the agreement was not tantamount to the formation of a political union between their respective parties.

The MoU

The MoU contains 10-point commitments and resolutions to pursue and achieve, ensuring a more cohesive and prosperous nation.

They include implementing the National Dialogue Committee (NADCO) report, promoting inclusivity in governance and national development, protecting and strengthening devolution, and addressing Kenya’s debt crisis.

Further, it endeavors to secure the future of Kenya, promote integrity in national leadership, eliminate wastage of public resources, win the war against corruption, safeguard the right to peaceful assembly, and uphold the rule of law and constitutionalism.

“We understand that this moment is unlike any other. It is not enough to merely identify systemic and cultural obstacles that have denied generations a fair chance to achieve their aspirations. More importantly, we must rise above the political differences and embrace a higher vision of the Kenya we all deserve,” Ruto stated.

On his part, Odinga said the M.oU is meant to ease the prevailing tensions in the country, reconcile the population, and move the country forward by addressing critical issues facing wananchi.

“As leaders of the largest political parties in the country, we arrived at the understanding that in a time of significant challenges to our nation, it is not enough to merely grandstand or stand aside and criticise, easy as those may be,” he said.

While clarifying that the M.O.U does not signal the formation of a political coalition between ODM and UDA, he said the agreement’s successful implementation could inform “the establishment of a broadly constituted and progressive formation for a stable country in the future.”
