Duale issues report on SHA’s lipa pole pole model
By Cynthia Lodite, September 3, 2025The Ministry of Health Cabinet Secretary Aden Duale has issued a report on the Social Health Insurance lipa pole pole model, which has been widely used by the informal sector.
According to the Health CS the newly rolled out payment plan for health insurance has allowed a number of Kenyans from the informal sector to have flexible premium payments as they remit their money for the health insurance cover by the government.
The Health CS made his remarks on Wednesday, September 3, 2025, at a healthcare forum in Kakamega County, where he noted that SHA’s lipa Pole Pole model has proven effective.
“The Lipa SHA Pole Pole model is proving effective for the informal sector, allowing flexible premium payments daily, weekly, or monthly,” Duale said.
Meanwhile, on his part, the Health CS also revealed that the Lipa Pole Pole model has brought the Social Health Insurance closer to the Universal Health Coverage for all Kenyans regardless of their incomes.
“This approach brings us closer to universal health coverage for all Kenyans, regardless of income,” Duale noted.

SHA’s new payment method
Worth noting in a significant move to enhance healthcare accessibility for Kenyans in the informal sector, President William Ruto unveiled a new payment initiative for the Social Health Authority (SHA), dubbed “Lipa SHA Pole Pole” or “Lipa SHA Mos Mos“, targeting Kenyans working in the informal sector.
The Head of State speaking during the 62nd Madaraka Day celebrations on Sunday, June 1, 2025, in Homa Bay County, announced that Kenyans would now have the option to remit their SHA contributions in manageable instalments or through a flexible payment plan tailored to their financial capabilities.
”To address persistent challenges such as irregular premium payments and other contributions among the informal workers, we are introducing an innovative and inclusive payment solution called LIPA SHA POLE POLE or LIPA SHA MOS MOS,” Ruto announced.
”This initiative will enable Kenyans to remit their annual SHA contributions through flexible, manageable instalments, whether monthly, weekly, or even daily, based on their financial abilities.”
At the time, the Head of State stated that the scheme aims to provide flexible payment options for SHA insurance contributions as well as to ensure continuous health coverage for families without imposing financial strain, thereby promoting the sustainability of the health insurance fund.
