The government has issued a stern warning following the circulation of a disturbing video involving a 22-year-old Kenyan woman, identified as Marion Naipei, who was recorded in a vulnerable situation at a Nairobi entertainment establishment.

Addressing the matter in a post shared on Facebook on Sunday, January 18, 2026, Cabinet Secretary for the Ministry of Gender, Culture and Children Services, Hanna Wendot, confirmed that the ministry is engaging relevant agencies to review the matter within their respective mandates and take appropriate action in accordance with the law.

“I have taken note of a disturbing video circulating in the public domain involving the recording and dissemination of images of a woman in a vulnerable condition within a Nairobi entertainment establishment,” the CS wrote.

The ministry emphasised that the dignity, privacy, and bodily autonomy of every person are inviolable and guaranteed under the Constitution of Kenya, and that any conduct undermining these rights, whether through action, omission, or digital transmission, is unacceptable.

“The Ministry reaffirms that the dignity, privacy and bodily autonomy of every person are inviolable and are guaranteed under the Constitution of Kenya. Any conduct that undermines these rights, whether through action, omission or digital transmission, is unacceptable,” the statement added.

According to the ministry, the circumstances surrounding the recording and dissemination of the material raise serious concerns regarding consent, responsible conduct, and adherence to existing legal and ethical standards, especially in settings where individuals may be vulnerable.

The ministry noted that it is unacceptable for content of this nature to be circulated online, stressing the potential harm to the individual concerned and the wider implications for society when such material is shared without consent.

“The circumstances surrounding the recording and distribution of this material raise serious concerns regarding consent, responsible conduct and compliance with existing legal and ethical standards, particularly in environments where individuals may be vulnerable,” Wendot’s statement added.

The ministry then urged members of the public to exercise restraint and responsibility by refraining from further circulation of the video and by avoiding commentary that could occasion additional harm to the woman involved.

“The Ministry is engaging relevant agencies to review the matter within their respective mandates. Appropriate action will be taken in accordance with the law.  We urge members of the public to exercise restraint and responsibility by refraining from the further circulation of such material and by avoiding commentary that may occasion additional harm,” the statement added.

The government also reiterated its commitment to the protection of human dignity and to the advancement of a society founded on respect, accountability, and the rule of law, both offline and online.
