Why you may still get a zero Fuliza limit after opting in
Many Kenyans who opt into Fuliza expect instant overdraft support on M-PESA. But for a large number of users, the reality is different. After activation, they are still met with a zero limit, meaning they cannot borrow through the service.
Eligibility takes time
Safaricom says opting in does not automatically guarantee access to a borrowing limit. While activation is simple through the M-PESA menu, qualification for credit is assessed separately.
One of the key requirements is how long a user has been active on the network. Customers who have been on Safaricom for less than six months are automatically assigned a zero limit even after opting in.
“Customers on our network for less than 6 months will have a ZERO LIMIT,” Safaricom notes in its guidelines.
Not all users also qualify for a limit immediately after registration, even if they hold valid identification documents used to open their M-PESA accounts.
Usage determines your limit
Beyond eligibility, Fuliza relies heavily on usage patterns. Regular M-PESA transactions, consistent network activity, and repayment discipline all influence whether a limit is granted or increased.
The system gradually builds a profile of each user, adjusting limits based on financial behaviour over time.

When a limit is available, Fuliza charges a one per cent access fee, followed by daily maintenance charges that vary depending on the amount borrowed. An additional excise duty is applied on the daily fee, making the cost higher the longer the overdraft remains unpaid.
What you need to qualify for Fuliza
To access Fuliza successfully, users need more than just opting in on M-PESA. First, you must be registered on M-PESA with a valid national ID, Kenyan passport, or military ID and have an active Safaricom line.
You also need to have been active on the network for at least six months. This period allows Safaricom to assess your transaction history and overall usage patterns.
Consistent use of M-PESA services, such as sending money, paying bills, and buying airtime, also improves your chances of receiving a higher limit over time.
Finally, repayment behaviour plays a key role. Clearing any borrowed Fuliza amount quickly and consistently helps build your profile and may lead to an increased limit in future reviews.
