How to apply for TVET second scholarship and HELB loan

Students in Technical and Vocational Education and Training (TVET) institutions who have previously received government funding can now apply for their second and subsequent scholarship and Higher Education Loans Board (HELB) loan through the HELB Mobile App, or by dialling *642#.

The application for the 2026/2027 academic year is currently open for continuing students.

Step 1: Download the HELB App

Download the HELB Mobile App from the Google Play Store or apply using the USSD code by dialling *642#.

Step 2: Register your account

Register using your mobile phone number to generate a PIN for login. Ensure the phone number is registered under your name.

Step 3: Accept the terms and conditions

Read, understand and accept the terms and conditions before proceeding with the registration.

Step 4: Complete your registration

Enter your first name exactly as it appears on your National ID, your National ID number and a valid email address to complete registration.

Step 5: Select the application category

On the dashboard, click on the Scholarship, Loans, or Loans & Scholarship tab.

Select Certificate/Diploma, then click Apply under TVET Second and Subsequent Scholarship and Loan.

Step 6: Read the application guide

Go through the application process tutorial and the financial literacy guide provided on the platform.

Step 7: Complete the financial literacy assessment

Answer the financial literacy questions, review your results and click Proceed.

Step 8: Start your application

Click Get Started to begin the scholarship and loan application process.

Step 9: Verify your identity

Enter your mobile phone number, which must be registered in your name, together with your National ID number to verify ownership.

Step 10: Agree to the funding terms

Read the scholarship and loan terms and conditions carefully, then accept them to continue.

Step 11: Review your loan details

Click Request Loan to view your loan information and verify that all the details are correct.

Step 12: Choose your payment option

Select your preferred method for receiving your loan funds.

Step 13: Submit your application

Click Submit to complete the application. A pop-up message and a loan serial number will appear, confirming that your application has been submitted successfully.

Step 14: Wait for notifications

You will receive notifications on your scholarship or loan award, as well as the disbursement of upkeep, tuition loans and bursaries (where applicable).

Step 15: Seek assistance if needed

If you encounter any challenges during the application process, contact HELB through its official customer support channels for assistance.
