How to get HELB compliance certificate
By Nancy Marende, August 20, 2025A Higher Education Loans Board (HELB) compliance certificate refers to a document issued to individuals who have fully repaid their student loans or are non-beneficiaries of the loan scheme.
The certificate is also issued to beneficiaries who are still within the repayment grace period.
It serves as proof of compliance with the loans. It is often required as a prerequisite for;
- Professional licence renewals – specific professional licenses may require proof of HELB compliance
- Job applications – Many employers, especially in the public sector, require applicants to provide a HELB compliance certificate.
You can apply for a HELB Compliance Certificate from the HELB portal or the ecitizen portal by following the steps below:
- Register or log in to the HEF portal
- Navigate to the self-serve tab
- Click on the compliance certificate
- Click on Get Certificate.

HELB loan repayment
To acquire this certificate, you need to have repaid your HELB loans. The repayment of HELB loans has transitioned from the traditional repayment channels to the eCitizen payment gateway, which an individual or an employer can make both through a checkoff.
For individuals, there are three platforms available for repayments, including the HELB mobile app, the HELB portal and the USSD code *642#.
There are also several repayment options available for those paying from Kenya, including through popular mobile money services and several other banks.
You can also repay your loan from anywhere in the world through the worldremit.com website.
Firstly, you need to log in to the official website of worldremit.com and select the Bank Deposit option.
You should also select the type of currency between United States Dollars (USD) and Kenyan shillings.
In the second step, you will enter the amount you want to remit through the Kenya Commercial Bank (KCB) account number 1103266314 as the recipient.
You are required to make the payment using a debit or a credit card. You also need your national ID number as your reference.
On completion, you should then forward the confirmation email with your ID number to HELB through onlinepayments@helb.co.ke or diaspora@helb.co.ke.
Every so often, the board also provides huge discounts on penalties accrued by defaulters, especially when you choose to pay the loan in bulk.
