President William Ruto completed the first step of forming his cabinet after naming Beatrice Askul Moe for the East African Community Affairs and Regional Development docket on Tuesday, July 31, 2024.

Moe, if approved by the parliamentary vetting committee, will be serving for the first time in the national cabinet after initially serving in a similar capacity in the Turkana County government.

So, who is Moe?

1. Education background

Moe holds a Bachelor of Arts degree in Social Sciences (Social Work) from the Catholic University of Eastern Africa (CUEA) and is currently pursuing a Masters Degree in Governance and Ethics.

2. Profession

Moe specialised in social science and previously served as the County Executive Committee Member in charge of Water, Irrigation, Agriculture, and Land Reclamation in Turkana County Government.

3. Experience

She has worked as Director of the Rift Valley Water Services Board, Chairperson Technical Committee of the Rift Valley Water Services Board, Chairperson Audit Committee of the Rift Valley Water Services Board, Project Officer of the AMREF Kenya Turkana Project, and Relief Officer for the Oxfam Turkana Relief Program.

At one point she served as a member of the Rift Valley Water Services Board. Moe has also specialised skills in the development and management of community affairs, towards behavioral and social change in communities.

4. Training

She has also undertaken various certifications and training, including the County Induction Course at Kenya School Government (Turkana County Government) and the Corporate Governance Course (CGC).

She trained on Audit Committees by KCA University (Institute for Capacity Development); the Training of Trainers (TOT) Course for Community-Based Development by AMREF Kenya; and the Training in Methodologies for Conducting Baseline Assessment Surveys for Food Security and Nutrition Improvement Project Turkana.

5. Political activities

Although she has not been a popular political figure at the national level, before the 2022 general elections, she was involved in Azimio La Umoja-One Kenya Alliance activities.

She served on a panel tasked with veting potential Raila Odinga‘s running mates. Bishop Peter Njenga, Archbishop Zacchaeus Okoth, Kitui Senator Enoch Wambua, Noah Wekesa, Sheikh Mohamed Khalifa, and Michael Orwa were the other members of the panel.

She also served as a member of the Party Elections Committee of ODM.

After successful vetting, she will be the first woman CS from Turkana County.
