Ruto nominates Atwoli’s wife Mary Kilobi for govt job

President William Ruto has nominated veteran journalist Mary Nanjala Kilobi, the wife of Central Organisation of Trade Unions (COTU) Secretary-General Francis Atwoli, for appointment as a member of the Intergovernmental Relations Technical Committee (IGRTC).
According to the official notice issued on Tuesday, July 21, 2026, the appointment is subject to ratification by the National and County Government Co-ordinating Summit in accordance with the Intergovernmental Relations Act.
Mary is among seven nominees selected to serve on the committee, which is responsible for strengthening cooperation and coordination between the national and county governments.
Kilobi was nominated alongside Abdi Mude Ibrahim (Wajir), Prof. Jacqueline M. Oduol (Kisumu), Martha K. Cheruto (Elgeyo Marakwet), Dr Eric K. Gakure (Kiambu), Dr Joseph K. Mungai (Nyeri) and Anne Wang’ombe (Kirinyaga) to serve as members of the Intergovernmental Relations Technical Committee.
“Committee (IGRTC), subject to ratification by the National and County Government Co-ordinating Summit in accordance with the Intergovernmental Relations Act:
NOMINEE,” the official notice reads.
Kilobi’s nomination comes months after she was shortlisted and interviewed for the position following a competitive recruitment process. She was among 65 candidates who had been invited for interviews to fill seven vacancies on the committee.
If her nomination is approved by the National and County Government Co-ordinating Summit, Kilobi will join the IGRTC at a time when the committee continues to play a critical role in enhancing collaboration between the national and county governments and supporting the effective implementation of Kenya’s devolved system of governance.
What is IGRTC
The IGRTC is a statutory body established under the Intergovernmental Relations Act, 2012, to strengthen cooperation between the national government and Kenya’s 47 county governments.
The committee plays a key role in coordinating the implementation of devolution, facilitating consultation between the two levels of government, resolving intergovernmental disputes and harmonising policies and operations.
