Senator Lelegwe seeks probe into unpaid ECDE teachers in Samburu

Samburu Senator Lelegwe Ltumbesi has called on the Senate Standing Committee on Education to urgently investigate the Samburu County Government over its failure to pay salaries to Early Childhood Development and Education (ECDE) teachers employed earlier this year.

Raising the matter on the Senate floor on Thursday, July 31, 2025, Senator Lelegwe expressed deep concern over the plight of the teachers, highlighting their critical role in shaping young learners under the Competency-Based Curriculum (CBC).

“Mr. Speaker, Sir, this raises serious concerns about the welfare, dignity, and rights of ECDE teachers in Samburu County, who play a foundational role in early childhood development and the success of the Competency-Based Curriculum (CBC),” Lelegwe stated, as quoted by the Parliament of Kenya.

Newly recruited teachers

In his request for a statement, Senator Lelegwe is seeking detailed information on the newly recruited ECDE teachers for the 2024/2025 financial year, including their names, appointment dates, deployment stations, and terms of their probation contracts. He also wants clarification on whether salary provisions were made during their probation period.

The senator is also demanding updates on the status of salary disbursements and whether the affected teachers have been assigned Integrated Payroll and Personnel Database (IPPD) numbers. If not, he asked the committee to establish the reasons for the delay and outline corrective measures being taken.

Budgeting process

Further, Senator Lelegwe questioned the county’s budgeting process and asked for confirmation on whether funds were allocated and disbursed through the national equitable share for ECDE salaries.

He challenged the committee to investigate why, if funds were available, the teachers remained unpaid.

He also called for disciplinary action against officials responsible for the delays and urged the implementation of long-term measures to ensure timely salary payments for all county staff.
