Parliament invites Kenyans to submit views on Air Passenger Service Charge Bill

Parliament has invited  Kenyans to submit their views on the Air Passenger Service Charge (Amendment) Bill, 2025 (National Assembly Bill No. 35 of 2025).

According to a notice on Wednesday, August 6, 2025, the National Assembly revealed that the Bill seeks to revise how proceeds from the air passenger service charge are allocated to better support key sectors of the economy.

The Bill, sponsored by the Leader of the Majority Party, proposes amendments to the Air Passenger Service Charge Act (Cap. 475) to expand the allocation of proceeds from the charge to include not only the Kenya Airports Authority (KAA) and Kenya Civil Aviation Authority (KCAA) but also the Tourism Fund and the proposed Kenya Meteorological Service Authority.

“WHEREAS, Article 118(1)(b) of the Constitution requires Parliament to facilitate public participation and involvement in the legislative and other business of Parliament and its Committees, and Standing Order 127(3) of the National Assembly Standing Orders requires House Committees considering Bills to facilitate public participation,” the notice read.

In particular, the Bill proposes to reallocate funds previously directed to the Tourism Promotion Fund to the Tourism Fund, as established under the Tourism Act (Cap. 381), to eliminate duplication of roles, enhance operational efficiency, and streamline financing for tourism-related projects through a centralised funding mechanism, especially those requiring strategic or blended financing.

Additionally, the Bill provides for funding the proposed Kenya Meteorological Service Authority, as outlined in Clause 30 of the Meteorology Bill, 2023.

The inclusion of the authority among recipients of the service charge proceeds is meant to ensure sustainable financing of its core responsibilities, including accurate weather forecasting, disaster preparedness, and climate monitoring.

The views on the bill are to be submitted to the Transport and Infrastructure  Committee on or before Wednesday, 13th August 2025, at 5.00 pm.

Additionally, Parliament has invited Kenyans to submit their views on the Kenya Roads (Amendment) (No. 3) Bill, 2025 (National Assembly Bill No. 34 of 2025), which aims to streamline the classification and management of the country’s road network.

The Bill, sponsored by Homa Bay Member of Parliament (MP) Peter Kaluma on behalf of the House General Legislative Caucus, proposes amendments to the Kenya Roads Act, Cap. 408, to classify public roads into national trunk roads and county roads.
