Mosiria cracks down on Pipeline landlords over garbage crisis
By Mustafa Juma, July 21, 2025The Nairobi City County Government has issued a tough warning to landlords in the Pipeline area of Embakasi South over rampant illegal garbage dumping that has choked estate roads and created an environmental hazard.
Speaking during an ongoing cleanup exercise in the area on Monday, July 21, 2025, Environment and Climate Change Chief Officer Geoffrey Mosiria condemned the irresponsible disposal of waste by tenants, attributing the worsening sanitation conditions to neglect by property owners.
“Today, we continued with our environmental cleanup exercise in Embakasi South, Pipeline area, where estate roads have been blocked by garbage irresponsibly dumped by tenants. As the Nairobi City County Government, we are committed to restoring order and maintaining cleanliness in Pipeline and its surroundings,” Mosiria stated in a caption accompanying his video message shared via X.
He directed landlords to ensure all their tenants have their waste collected directly from their households, either through registered Private Service Providers (PSPs) or accredited Community-Based Organisations (CBOs).
He made it clear that any further violations would be met with arrests and prosecutions.
“We issued a stern warning to landlords, directing them to ensure that all their tenants have their waste collected either by Community-Based Organisations (CBOs) or registered Private Service Providers (PSPs). All waste must be collected directly from households. Failure to comply with this directive will result in arrests and prosecution,” Mosiria warned.

Pipeline garbage crisis
The Pipeline neighbourhood has, in recent months, become a hotspot for uncollected garbage, blocked walkways, and poor sanitation, despite several previous interventions.
The county’s renewed cleanup initiative signals a more aggressive approach to urban hygiene enforcement.
The county has pledged to continue the cleanup operations and work with stakeholders to ensure lasting solutions, even as it intensifies surveillance and enforcement in other high-density estates facing similar issues.
Mosiria on civic responsibility
Citing the Nairobi City County Solid Waste Management Act of 2015, Mosiria had earlier explained that the law places responsibility for the cleanliness of areas within a 10-meter radius of a building on the property owner or occupant.
“When someone dumps garbage outside a building, they should understand that, under the Nairobi City County Solid Waste Management Act of 2015, it is the responsibility of the premises owner or occupant to ensure the cleanliness of the 10-meter radius around their property,” he stated in a detailed statement issued via his official X account on Friday, July 18, 2025.
