Governor Barasa demands action against Khalwale after altercation with Kakamega county official

Kakamega County Governor Fernandes Barasa has called on Senate Speaker Amason Kingi to take immediate action against Senator Boni Khalwale following a heated confrontation with a county official during a Senate oversight visit.

In a statement released on Saturday, October 4, the governor described the senator’s conduct as “regrettable and abhorrent” and condemned the remarks Khalwale made about county officials, terming them derogatory.

“Such language and conduct not only demean the dignity of public officers but also contradict the spirit of mutual respect and collaboration expected between the Senate and county governments,” Barasa stated.

Barasa urged Kingi to investigate the matter and take firm action to uphold the integrity of the Senate’s oversight role and protect county officers.

He also called on law enforcement agencies to ensure justice for County Executive Committee Member for Finance, Benjamin Andama.

Incident background

The incident occurred on Friday, October 3, during an inspection tour by the Senate Committee on Devolution and Intergovernmental Relations, which was assessing stalled development projects in the county.

While the committee carried out its oversight duties, Senator Khalwale was involved in a verbal exchange with County Executive Committee Member for Finance, Benjamin Andama.

In a video shared on his social media, Khalwale was seen pointing at the officer and saying, “In my lifetime, we will get you people arrested.”

The exchange escalated, with Khalwale lightly tapping the official on the shoulder before committee members intervened to prevent the situation from worsening.

According to Barasa, Khalwale physically tapped or shoved Andama during the exchange and referred to county officials as “very junior people”.

Governor Barasa emphasised that while the county government respects the Senate’s constitutional mandate under Article 96 to provide oversight, such inspections must be conducted professionally, with integrity, impartiality, and objectivity.

“Such language and conduct not only demean the dignity of public officers but also contradict the spirit of mutual respect and collaboration expected between the Senate and county governments,” the governor stated.

He added, “We affirm that we shall not condone violence, intimidation, or disrespect against our officers, who continue to serve the people of Kakamega County with diligence and dedication.”
