Duale: Ruto will act decisively against attempts to destabilise the nation
By Mustafa Juma, July 9, 2025Health Cabinet Secretary Aden Duale has issued a stern warning to individuals and groups he accuses of attempting to destabilise the country under the guise of pushing for regime change.
Speaking on the night of Wednesday, July 9, 2025, Duale defended President William Ruto’s remarks on plans to overthrow his regime, noting that the head of state’s decision would be in accordance with the constitution.
In a strongly worded statement shared via his official X account amid the live TV interview, Duale reaffirmed the government’s commitment to maintaining peace, law, and order, warning that any efforts to incite chaos or disrupt the constitutional framework would be met with firm action.
“Kenya is a sovereign nation governed by the rule of law, not by threats, fear, or disorder. Article 131 of the Constitution vests the President with the solemn responsibility of safeguarding the sovereignty, unity, and stability of the Republic,” Duale stated.
Decisive action
The former Defence CS emphasised that President Ruto will not hesitate to act decisively against any attempts to subvert the country’s democratic institutions or accelerate regime change through unconstitutional means.
“In fulfilling this mandate, the President will not hesitate to act decisively against any individuals or groups seeking to incite chaos or destabilise the nation under the guise of hastening regime change before the next general election,” Duale wrote on X.
Duale insisted that while the Constitution guarantees the right to protest, it does not condone lawlessness or attempts to overthrow legitimate authority through unrest.
“There is no place for anarchy in our democracy. The government remains firmly committed to upholding peace, constitutional order, and the will of the people as expressed through the ballot,” he stated.

Ruto’s stance
His remarks come hours after Ruto issued a stern and uncompromising warning to individuals engaging in violent demonstrations, particularly those targeting police officers and stations, declaring such actions acts of war against the Republic of Kenya.
Speaking from Kilimani on Wednesday, July 9, 2025, President Ruto condemned those who have taken advantage of recent protests to destroy businesses, harm police officers, and threaten the country’s stability.
He warned that any individual who attacks a police station or assaults law enforcement officers will face severe consequences under the full force of the law.
“Anyone who picks up petrol to burn someone else’s business or any other person’s property—such a person should be shot in the leg, taken to hospital, and then presented in court,” he said.
“And I want to tell Kenyans clearly—anyone who attacks a police officer, anyone who invades a police station—that is a declaration of war in the Republic of Kenya. I do not know if we are understanding each other, my friend. Enough is enough. It cannot go on any longer,” he added.
The president vowed to fulfil his constitutional responsibility to protect the lives, property, and livelihoods of all Kenyans.
