Duale on SHA: For the first time in 65 years, we have a system that flags fraud in real-time

Health Cabinet Secretary Aden Duale states that, for the first time in 65 years, the Ministry of Health, through the Social Health Insurance Fund, has successfully detected fraudulent activities in the system and flagged them in real-time.

Duale has defended the Social Health Authority (SHA) against recent accusations of corruption, stating that for the first time in over six decades, the ministry is proactively detecting and exposing fraud in the healthcare system.

Speaking amid public outrage over allegations of ghost hospitals receiving millions in disbursements, Duale made his clarifications on Wednesday, August 27, 2025, in a post on his official X account.

“The so-called ‘rot’ the legislators claim to have ‘unearthed’ is, in fact, what SHA itself has proactively detected and made public. For the first time in 65 years, we have a system that flags fraud in real time,” Duale said.

Likewise, Duale, while reaffirming his commitment to protecting the Ministry of Health funds and implementing reforms, stated that the system was designed to expose loopholes, not cover them up.

Duale slamms critics

His remarks follow recent critical remarks he made slamming critics accusing him of misappropriation of funds in the ongoing Social Health Insurance (SHA) corruption scandal.

Duale made his remarks on Wednesday, August 27, 2025, on his official X account while affirming that no amount of intimidation from any quarter, including the political class, will distract him.

“As a Cabinet Secretary, my duty under the constitution is to protect public resources. No amount of intimidation from any quarter, including the political class, will distract me and the team I lead in the full implementation of the Taifa Care,” Duale said.

The Health CS’s response comes amid growing criticism from legislators and civil society over alleged misuse of SHA funds, including claims of payments to ghost health facilities.

On his part, Duale assured Kenyans that accountability remains a top priority at the Ministry of Health.
