Duale blasts Kenya Medical Association boss amid SHA crackdown
By Cynthia Lodite, September 16, 2025Ministry of Health Cabinet Secretary Aden Duale has strongly criticised Kenya Medical Association boss Dr. Simon Kigondu following recent remarks claiming that the Social Health Authority (SHA) is not working for health providers.
Duale made his remarks on Monday night, September 15, 2025, in a statement on his official X account disputing Kigondu’s remarks that SHA is a fraudulent scheme.
“SHA is committed to working with genuine health facilities that treat authentic patients, provide proper medication, and submit verifiable claims. However, SHA cannot and will not support facilities involved in fraudulent claims or the misuse of public funds,” Duale wrote.

Duale further accused the KMA boss of defending some health facilities whose fraudulent claims were rejected and operations suspended due to serious irregularities.
“It is concerning that the Chairman of KMA appears to be defending some facilities whose fraudulent claims have been rejected or whose operations have been suspended due to serious irregularities,” Duale said.
Duale’s remarks come just after Kigondu, who spoke in an interview with a local media house on Monday, 15 September 2025, criticised SHA’s 360 app.

According to Kigondu, the SHA 360 application is ridiculous and limits access to services. Kigondu also revealed that SHA has accumulated more debt in 10 months than NHIF did in 6 years.

Duale defends the Digital Health system
In his defense, the Ministry of Health CS noted that the Practise360 app has already helped stop several fraudulent health workers from colluding with fake facilities to issue pre-authorisations aimed at defrauding SHA.
Duale further accused the Kenya Medical Authority boss of owning some of the health facilities that were suspended and flagged by SHA’s Digital System.
“However, this is not a shock, as he owns some of them that are either suspended or flagged by our digital system. The Practise360 app has already helped stop several fraudulent health workers from colluding with fake facilities to issue pre-authorisations aimed at defrauding SHA,” Duale stated.
In addition, Duale, while defending the Health Digital System, also revealed that previously, some fraudulent health workers were selling OTP codes to enable false claims, a malpractice that Practise360 has successfully curbed.
